Replace old/damaged kitchen and bath cabinets and countertops at various dwellings owned by HACC on an as needed basis. HACC will be accepting bids for an On Demand Contract to replace old/damaged kitchen and bath cabinets and countertops at various dwellings owned by HACC on an as needed basis. The term of the contract shall not exceed 365 days. The contractor shall provide all labor and materials necessary to manufacture and install the required cabinets and countertops per the attached plans and specifications. Contractor shall provide total cost to HACC for cabinets and cabinets plus installation as separate line items. Contractor is asked to submit unit prices as detailed in the Bid Form. Contract will be for a Not to Exceed amount Pre-bid meeting: No pre-bid meeting currently scheduled. Josh Teigen, Capital Improvement Coordinator will receive all bids. A certified check or bank draft, payable to Housing Authority of Clackamas County, U.S. Government bonds, or a satisfactory bid bond executed by the bidder and acceptable sureties in an amount equal to five percent of the bid shall be submitted with each bid. A separate performance and payment bond in a penal sum of 100 percent of the contract price is required from the selected Bidder prior to the execution of the contract. Attention is called to the provisions for equal employment opportunity, economic opportunities for low and very low income persons, and payment of not less than the minimum salaries and wages as set forth in the specifications on this project. As permitted by state law and required by the U.S. Department of Housing and Urban Development:
a. Retainage is 10 percent, not 5 percent.
b. Interest will not accrue on retainage, and
c. Bonds or securities may not be substituted as an alternate form of retainage. The Housing Authority of Clackamas County reserves the right to reject any or all bids or to waive any informality in the bidding. All requests for substitution shall be received 5 days prior to bid due date. There will be no exceptions. No bid shall be withdrawn for a period of 60 days subsequent to the opening of bids without the consent of the Housing Authority of Clackamas County. The Disclosure of First-Tier Subcontract form shall be received by 4:00 PM, July 21, 2022.
