The City of Canfield, City of Struthers, & the Village of Poland are joint bidding their 2022 Street Improvement Projects. This Project generally includes the following: Part 1: City of Canfield- The City of Canfield will resurface portions of three streets at a total length of approximately 0.82 miles. The base bid project includes pavement planing, tack coat, asphalt surface course, and curb & gutter replacement.
The resurfacing of two (2) additional streets are included as Alternate Bid Items. Part 2: City of Struthers- The City of Struthers will resurface five streets at a total length of approximately 2.14 miles. The base bid project includes pavement planing, tack coat, asphalt surface course and manhole adjustments to grade. Part 3: Village of Poland- The Village of Poland will resurface four streets at a total length of approximately 1.06 miles. The base bid project includes pavement planning, tack coat, asphalt surface course and manhole adjustments to grade. Neither Owner nor Engineer will be responsible for full or partial sets of Bidding Documents, including Addenda obtained from sources other than the Issuing Office. Each bidder must be a registered plan holder with ms consultants, inc. to be eligible to submit a bid for this project.
The Owner reserves the right to reject any or all bids and to waive any informalities in bidding. Bids for the above-described work must be submitted on blanks furnished with the bidding documents. Said bids must be submitted as one original and one copy.
All bids must be accompanied by a separate Bid Guaranty for each Community, made payable to the City of Canfield, OH; City of Struthers, OH; and Village of Poland, OH respectively in the form of either: (1) A bond for the full amount of the bid, or (2) A certified check, cashier's check, or letter of credit pursuant to Chapter 1305, Ohio Revised Code, in an amount not less than ten percent (10%) of the total bid amount pursuant to Chapter 153 of the ORC. The Basis of Award shall be the total combined sum of the base bids of Part #1-#3. The Engineer's Estimate of Probable Construction Cost for this project is $1,100,000.00. Each individual employed by the Contractor any Sub-Contractor engaged in work on the project under this contract shall be paid the prevailing wage established by the Department of Industrial Relations of the State of Ohio. This shall occur regardless of any contractual relationship that may be said to exist between the Contractor or any Subcontractor and such individual. All contractors and sub-contractors involved with the Project will, to the extent practicable, use Ohio products, materials, services, and labor in the implementation of the Project. Additionally, the contractor's compliance with the Equal Employment Opportunity Requirements of the Ohio Administrative Code Chapter 123, the Governor's Executive Order of 1972 and the Governor's Executive Order 84-9 shall be required. Each bid submitted must include a current copy of the Equal Employment Opportunity (EEO) Certificate of Compliance as evidence that the bidder is certified by the State of Ohio.
The Non-Collusion Affidavit of Prime Bidders must be completed and submitted with all bids. The resurfacing of streets in the City of Struthers and the Village of Poland will be paid in part with a grant from the Ohio Public Works Commission. As a result, domestic steel use requirements as specified in Section 153.011 of the Revised Code apply to this project only for the resurfacing streets in the City of Struthers and the Village of Poland. Copies of Section 153.011 of the Revised Code can be obtained from any of the offices of the Department of Administrative Services. All bids must be identified by marking a sealed envelope - Year 2022 Resurfacing Program.
