The City of Santa Barbara (City) is inviting proposals from qualified engineering firms to provide consulting services on an as-needed basis to support the City's Water Main Replacement Program. Specific on-call surveys, drafting, and design projects for water main replacement needs will be determined over the length of the contract. The City is in need of on-call water main design services to complete the annual Water Main Replacement Program's goal of replacing two percent (six miles) of water main each year, and needs a consultant that has the ability to respond on short notice to water main design needs. The City typically puts two water main replacement projects out to bid each fiscal year in order to achieve this goal. The City is seeking a Consultant with a minimum of five years of experience in survey and water distribution design to develop plans, specs, and estimate (PS&E) packages and provide design support during construction. The Consultant will follow the City's Water Main Replacement Plan layout using standardized construction notes and plan and profile format. The Consultant will follow the City's CAD standards when developing the CAD files. The Consultant will also provide GIS datasets of the final plan sets. The Consultant must work in AutoCAD Civil 3D compatible with Civil 3D 2020, manage plan and profile sheets, and provide plotted sheets and PDF files for review. For each project, the Consultant, under the direction of a City's Project Engineer, will develop a plan set made up of a title and index sheet, plan and profile sheets, and detail sheets. The Consultant will use the City's current specification templates to complete project specifications, if required. The unencumbered task order contract will be authorized for a term of up to five years.The City will issue task orders for individual projects. The scope and fee of individual projects will be negotiated prior to authorization of a task order and authorization to proceed. The first task outlined in this RFP will be the starting point for selection. The City is seeking a response that demonstrates the Consultant's ability to assist with the ongoing capital Water Main Replacement projects. It is necessary that the Consultant has the resources available to manage multiple projects that may overlap during various stages of the planning, design, and construction phases. Task 1 (FY23B Water Main Replacement Project) and subsequent projects will follow the Workflow outlined in the Water Main Replacement Process Mapping documents (Enclosure 4). The selected Consultant will be involved throughout the three main project phases for all projects authorized under this contract: Planning, Design, and Construction. These aspects will be considered as a whole during the Consultant selection process. The method of contractor selection has not been determined at this time.
