Demolition, site work and addition to a water / sewer project in Columbia, Tennessee. Completed plans call for the addition of a water / sewer project; for the demolition of a water / sewer project; and for site work for a water / sewer project.

The City of Columbia, Tennessee is soliciting Statements of Qualifications from firms to perform as Construction Manager (where the Construction Manager is Constructor) for a wastewater treatment plant expansion project. The project consists of a new headworks with four rotary drum screens and stacked tray grit removal, parallel anaerobic zones, parallel anoxic zones, two new oxidation ditches, a new ultraviolet disinfection structure, conversion of existing tankage to aerobic digesters, new sludge dewatering building and facilities, and new operations and maintenance buildings. A site plan of the project is included with this Request for Qualifications and the project has a preliminary estimated cost of construction of $65,000,000. The consulting engineer for the project is J. R. Wauford & Company, Consulting Engineers, Inc. Questions regarding this request for qualifications should be directed to the project manager Stephen C. Lee, P.E., stephenl@jrwauford.com The firm selected as Construction Manager will be expected to provide preconstruction services in concert with the consulting engineer during the design phase and a budgetary price for the project when plans and specifications are at approximately the 50 percent complete and a guaranteed maximum price when the plans and specifications are approximately 70 percent complete. The procurement process to select a Construction Manager is expected to culminate in the execution of AIA Document A133 titled Standard Form of Agreement Between Owner and Construction Manager as Constructor, 2019 Edition. Firm name, address, telephone number, email address, and principal point of contact. 2. Firm Tennessee Contractors License Number, bonding limit, and license classification. 3. Name of three water or wastewater treatment plant projects (minimum two wastewater treatment plants) constructed by the firm with a minimum construction cost of $50 million, along with the name and telephone number of an owner's representative who can provide confirmation of firm's performance. Previous projects with a value less than $50 million will be considered if the historical value adjusted by the Engineering News Record Construction Cost Index yields a current value of $50 million. 4. Name of one water or wastewater treatment plant project with a minimum cost of $25 million for which the firm provided construction management services, along with the name and telephone number of an owner's representative who can provide confirmation of the firm's performance. Include the amount of work self-performed by the construction manager. 5. A notarized statement from a bonding company, signed by an officer of the company, stating the firm's ability to be bonded for up to $500 million of total construction work during the next 24 months. Insurance or bonding company agent's statements will not be considered. 6. Ability to self-perform work for the trades required for the project including the installation of owner acquired ultraviolet disinfection system at the existing plant on a temporary basis. The equipment will be relocated to the proposed new UV structure upon completion. 7. Description of personnel experience including the resumes of the proposed project manager and project superintendent.
