The CITY OF VALLEJO (hereinafter City) hereby requests proposals from qualified public or private parties to undertake the following interconnected set of broadband and digital equity-related projects: 1. Construct fiber to complete a ring topology for the Citys existing fiber network, to be owned by the City and operated by the awardee 2. Construct last-mile fiber connections from the fiber ring to City-owned facilities, to be owned by the City and operated by the awardee 3. Operate and maintain the Citys fiber as an open-access network 4. Deploy public Wi-Fi in specified locations, to be owned by the City and operated by the awardee In addition, the City welcomes proposals that include the following optional (but highly desirable) elements: 1. Construct targeted fiber-to-the-premises (FTTP) to low-income priority areas of Vallejo, at the lowest possible cost to the City, to be owned and operated by the awardee 2. Construct fiber-to-the-premises on a citywide basis, at no cost to the City, to be owned and operated by the awardee The City will consider a range of proposals under this RFP, including proposals that propose some or all of the elements requested, and will accept proposals from single Respondents or collaborative proposals from multiple entities working together.
