Request for Qualifications for Engineering Services The City of Mountainburg is soliciting engineering services for the planning and design of a potable water system covering approximately 50-square miles in North Central Crawford County, Arkansas. The proposed project will be funded by customer contributions, Crawford County, Arkansas, American Rescue Plan Funds, United States Department of Agriculture (USDA) Rural Development Water and Waste Disposal Loan and Grant Program, and other funding sources as identified through the evaluation and application process. Procedures for selection of an engineer will be in accordance with procurement requirements for the State of Arkansas. The engineering services will be in accordance with USDA Rural Development's requirements for their Water and Waste Disposal Loan and Grant Program and will consist of, but not be limited to the following: 1. Preparing all necessary funding applications including developing the USDA Rural Development Preliminary Engineering Report and Environmental Assessment; 2. Designing and preparing plans and specifications for the proposed improvements; 3. Assistance in acquiring property and easements necessary to complete the project; 4. Provide construction administration services, including construction inspection; 5. Provide continued coordination with USDA Rural Development to meet all requirements for the Water and Waste Disposal Loan and Grant Program; 6. Provide continued coordination with all other funding agencies identified during the evaluation and application process. Each interested firm will be required to submit two (2) hard copies and one (1) electronic copy of a Statement of Qualifications (Maximum 25 printed pages) for the proposed project that includes: 1. Identification of the legal name, office location(s), and principal owner(s) or partner(s) of the firm; 2. A statement of the proposer's understanding of the project; 3. A list identifying the location, owner, brief descriptions, and disposition of work which is comparative in nature to the project considered under this proposal; 4. A resume of the qualifications and experience of each member of the proposer's staff and any other technical consultants who may be employed for this project.
