Site work, paving and renovation of a civil project in East Point, Kentucky. Completed plans call for the renovation of a water / sewer project; for site work for a water / sewer project; road / highway; and for paving for a road / highway.

The Mike Merrill site is located at 1846 Little Lick Fork Road, East Point in Johnson County, KY, 41612. GPS coordinates at the Merrill site are 37 45' 11.308"N, 82 50' 3.785"W. The Lee Roy Brown site is located at 1588 Little Lick Fork Road, East Point in Johnson County, KY. GPS coordinates at the Brown site are 37 45' 17.985"N, 82 49' 51.193"W. On or about May 9, 2022, a rain event caused damage to existing AML installed features at these two locations. At the Merrill site, excessive runoff bypassed the established drainage channel upstream of the work previously completed under the Mike Merrill Drainage SP AMLRP allowing the increased flow to damage the Class II ditch approximately 75 feet from the main drainage channel. The flow dislodged the Class II aggregate exposing bare earth beneath. Flow along this ditch also caused sediment to occlude the subdrain aggregate preventing infiltration. Flow along the main drainage channel eroded the channel leaving unstable sides. Downstream of the cyclopean aggregate adjacent to Little Lick Fork Road, sediment filled the previously installed gabion weir and Class II aggregate used to armor stream channels was carried and deposited at the creek channel junction. To address these issues, the stream channel above Mr. Merrill's yard will be shaped to prevent further flow leaving the established drainage channel and armored with Cyclopean Rip Rap stone and Class III stone installed as a buttress in areas where the slope above cannot be shaped to a stable configuration. The damaged section of Class II ditch will be reshaped using the existing aggregate and additional aggregate will be added as necessary. The occluded subdrain aggregate will be removed and replaced with clean aggregate. The gabion weir at the bottom of the slope (adjacent to Little Lick Fork Road) will have accumulated sediment removed and transported to the waste area and placed in a de-watering cell. Damage areas of the Class II ditch below the weir will be reshaped and armored using existing Class II aggregate that has been deposited adjacent to the creek during the rain event. At the Brown site, erosion from the areas upstream of the gabion ditch flowed along a 9 foot wide gabion ditch and material was deposited at the inlet headwall of a culvert at the bottom of the slope as well as around the immediate vicinity including Mr. Brown's carport and yard. The gabion ditch was also damaged and some of the aggregate was eroded from the mattress baskets. To address these issues, a gabion weir will be installed at the top of the gabion ditch above Mr. Brown's residence. The existing damaged gabions will be repaired by adding additional Class II to fill the cells and a new top will be installed on the baskets. Material deposited at the inlet of the culvert immediately behind Mr. Brown's carport as well as in the adjacent yard areas will be removed. All material removed from the sites will be transported to the designated waste area. All disturbed areas under this project will be revegetated using standard AML practices. A structure removal/replacement and Utility Relocation/Replacement bid items are included on this project for use in the event utility lines are encountered and damaged, structures need to be temporarily moved at the Brown site and as directed by the engineer. This project will not address underground mine openings. No trees will be disturbed outside of the unstable landslide area. All areas disturbed by this project will be revegetated by means of standard AML revegetation practices. Sediment control will be provided by installation of silt checks or silt traps downstream/downslope of the work area. Estimated Length of Project: (Substantial Completion) + 60 Calendar Days (Final Completion) Lump sum bids will be received from Prime Contractors for the project. All phases of work shall be bid to and through the Prime Contracting Firms. Bids shall be submitted in the manner herein described and on the official bid document form included with the conditions and specifications and shall be subject to all the conditions as set forth and described in the Bid Documents. The lump sum bid shall include all items included on the Estimated Quantities Document. Unit Prices will be used for adjustments to the estimated quantities and contractors will be paid for the actual quantities. No bidder may withdraw his bid for a period of thirty (30) days after the date set for the opening of bids. All bids shall be accompanied by a bid guarantee (in the form of a bid bond or certified check) of not less than five (5%) percent of the amount of the total bid. A 100% Performance Bond and a separate 100% Payment Bond shall be furnished by the successful bidder. All bonding and insurance requirements are contained in the Instructions to Bidders and/or General Conditions. Bonds should be executed by a surety company authorized to do business in the Commonwealth of Kentucky. The Division of Contracting & Administration, Commonwealth of Kentucky, reserves the right to reject any and all bids and to waive all informalities and/or technicalities where the best interest of the Commonwealth may be served.
