The intent of the RFI is to evaluate multiple contractors for the Construction Project Oversight Services Contract the Building Commissioning Services Contract. The Government intends to award a single Firm Fixed Price (FFP) Indefinite Delivery Indefinite Quantity (IDIQ) contract with a three-year ordering period and an option to renew for another three years. Task orders will be issued for specific tasks. There are multiple construction projects ranging in price from 300 thousand to 30 million dollars. Some of the projects are as simple as office space renovations and complex in nature such as clean rooms and critical environment buildouts. As such, the firms responding to this RFI must possess sufficient technical capabilities to be able to perform their duties. The purpose of this Request for Information (RFI) is to obtain availability of vendors and to determine interest in participation before a Request for Proposal (RFP) is released for the required services. Interested parties can submit information on all or any of the required services. The United States Government Publishing Office 732 North Capital Street NW, Washington DC is seeking sources for Construction Project Oversite Services and Building Commissioning Services from qualified firms. The intent of the RFI is to evaluate multiple contractors for the Construction Project Oversight Services Contract. The Government will evaluate the proposals in accordance with the criteria described herein and award a firm-fixed-price contract to the responsible Offeror whose proposal conforms with all the terms and conditions of the solicitation and whose proposal is determined to represent the overall best value to the Government. The intent of the RFI is also to evaluate multiple contractors for the Building Commissioning Services Contract. The Government will evaluate the proposals in accordance with the criteria described herein and award a firm-fixed-price contract to the responsible Offeror whose proposal conforms with all the terms and conditions of the solicitation and whose proposal is determined to represent the overall best value to the Government. The Government Publishing Office may issue a single award, or multiple awards for both Construction Project Oversight and/or Building Commissioning Services. The basis of award(s) will the Best Value Trade-Off Process. The Contracting Officer intends to award an Indefinite Delivery Indefinite Quantity (IDIQ) contract to the responsible Offeror whom the Source Selection Authority determines conforms to the solicitation, is fair and reasonable, and offers the best overall value to the Government, all factors considered. The Government reserves the right to accept other than the lowest priced offer or to reject all offers. Offerors submitting RFI's for this project should limit submissions to data essential for evaluation of submissions so that a minimum of time and monies will have been expended in preparing information required herein. However, in order to be effectively and equitably evaluated, the proposals must include information sufficiently detailed to clearly describe the Offeror's Past Performance and Management Plan for successfully completing the solicited project. Requirements stated in this Request for Proposal (RFI) are minimums. Submittals should follow in the order of sequence set forth in the SOW. Please note that any A&E firm that wishes to submit a response will not be allowed to provide those services on projects that their firm is or will be the designer of record. Interested firms should submit a capabilities package (not exceeding 30 pages) demonstrating the ability to perform work listed above. Packages should include the following information: (1) Business name, address, CAGE code, and business size. (2) Demonstration of the firm's experience as a prime contractor on projects of similar size, type and complexity within the past five years. List actual projects completed and include project title and location, a brief description of the project to include dollar amount of the project and work that was self-performed. Provide customer contact information for each project. Submittals need not be limited to government contracts. Industrial projects of similar complexity and scope will also be evaluated. Responsible sources demonstrating relevant experience and the capabilities to perform the work will be considered. System for Award Management (SAM) registration, as required by FAR 4.1102 and 4.1201, will apply to this procurement. Prospective contractors must be registered prior to award. Lack of registration in the SAM database will make an offeror ineligible for award.
