Site work and new construction of a municipal facility in Richland, Indiana. Conceptual plans call for the construction of a municipal facility; and for site work for a municipal facility.

As of August 11, 2023, this project has been funded as of yet. Information regarding design award and construction have been established. *The closed solicitation has been included below for reference: It is the Notice of Intent that the Town of Richland will seek funding through the USDA Community Facility Loan Program for the future the planning, design, and construction of a Multi-Purpose Municipal Facility. The Town invites qualified architectural firms to submit their Request for Qualifications (RFQ) for professional architectural services to provide: a. Preliminary Architect Report per USDA Rural Development requirements b. final design, contract oversight, and inspection, for funding application package. The proposed project is a multi-purpose municipal facility will be located on vacant Town-owned property at the intersection of County Road 161 and West Lincoln Street. The facility shall include, but is not limited to, municipal areas, medical office center, and space for a potential tenant. The project will follow the USDA Community Facilities Loan Program checklist. Additionally, the Town plans to institute design standards, which the selected firm may assist with developing of those guidelines. The Town does not anticipate any addendums, however, any clarification or interpretation of the RFQ, if made, will be made only by written addendum issued by the Town. SCOPE OF SERVICES The selected firm will serve as integral team members along with the Town, USDA, and Grant Administrator, throughout the project, and provide professional services including, but not limited to, a Preliminary Architectural Report, Planning, Programming, Schematic Design, Design Development, Construction Documents, Bidding and/or Negotiation, Closeout Documents, and Contract Administration Services, if required, and any other items necessary to develop the Multi-use Facility Project. The ability to design and coordinate construction documents, forecast cost, respect budgets, coordinate with the assessment of geological and environmental information, foresee and correct conflicts mitigating change orders, provide accurate and detailed closeout documents, and meet deadlines are prime factors for consideration. The anticipated RFQ selection is July 28, 2022. FEDERAL REQUIREMENTS Prospective offerors should note the successful proposer must meet the USDA Rural Development federal regulatory requirements, terms, and conditions: The Town will consider a firm with a reputation for designing a facility that can be operated and maintained economically. The firm shall have knowledge of state, federal, local regulations, and building codes. The firm will also be required to participate in public hearings, public information meetings, redevelopment commission meetings, and Town Council meetings SUBMITTAL CONTENT & EVALUATION CRITERIA Each SOQ shall be submitted in letter format with a 15-page limit and include a Table of Contents and your cover Letter of Interest, no more than 2 pages. Qualifications that fail to comply with the terms of this RFQ may be considered non-responsive. It is the Respondent's sole responsibility to assure its Qualifications are delivered at the proper time and place. Late or qualifications sent by e-mail only, will not be considered. a.
