Renovation of a water / sewer project in Norwich, New York. Completed plans call for the renovation of a water / sewer project.
Selected vendor must provide up to date Certificate of Liability Insurance and up to date NYS Certificate of Workers' Compensation and Disability Insurance, covering the period in which the service will be provided. OPWDD Broome DDSO reserves the right to: o Reject any or all proposals received in response to the IFB/RFP; o Withdraw the IFB/RFP at any time, at the agency's sole discretion; o Make an award under the IFB/RFP in whole or in part;* 14 New York State Procurement Guidelines o Disqualify any bidder whose conduct and/or proposal fails to conform to the requirements of the IFB/RFP; o Seek clarifications and revisions of proposals;* o Use proposal information obtained through site visits, management interviews and the State's investigation of a bidder's qualifications, experience, ability or financial standing, and any material or information submitted by the bidder in response to the agency's request for clarifying information in the course of evaluation and/or selection under the IFB/RFP; o Prior to the bid opening, amend the IFB/RFP specifications to correct errors or oversights, or to supply additional information, as it becomes available; o Prior to the bid opening, direct bidders to submit proposal modifications addressing subsequent IFB/RFP amendments; o Change any of the scheduled dates; o Eliminate any mandatory, non-material specifications that cannot be complied with by all of the prospective bidders; o Waive any requirements that are not material; o Negotiate with the successful bidder within the scope of the IFB/RFP in the best interests of the State; o Conduct contract negotiations with the next responsible bidder, should the agency be unsuccessful in negotiating with the selected bidder; o Utilize any and all ideas submitted in the proposals received; o Unless otherwise specified in the solicitation, every offer is firm and not revocable for a period of 60 days from the bid opening; and, o Require clarification at any time during the procurement process and/or require correction of arithmetic or other apparent errors for the purpose of assuring a full and complete understanding of an offerer's proposal. Contractor shall prepare site and install a 300 Gallon Highland Fireguard UL-2085 Tank. (AG-005) Per this scope, attached drawings, and specifications. 2. Tank to be labeled UL 205 & Fire Guard per STI, Label for Diesel Storage per API. 3. Provide & install Highland HL-37 Single Fuel Dispenser. 4. Provide electrical motor circuit from panel inside garage to local outdoor disconnect mounted on the garage wall, NEMA 4 Enclosure. 5. Provide junction box at fuel tank for 120v connection tapped off fuel dispenser circuit. 6. The Following Codes are in Effect: a. NFPA 30, Flammable and Combustible Liquids Code, 2022 b. 6 NYCRR Part 213, Petroleum Bulk Storage, 2015 c. International Fire Code, 2012 1) NFPA 30, the IFC, and 6 NYCRR part 213 have provisions regarding the storage of diesel fuel. Both require Secondary Containment of Class II Liquids, which includes the use of a Double Walled Tank for storage. 2) IFC 2012 Requires physical protection of tanks with at least 4" diameter bollards placed no more than 4' apart. 3) NFPA 30 Requires that the minimum clearance of Petroleum Storage Tanks from other Structures, roadways, and property lines is not less than 5 feet. 7. Tank shall be placed on a proper concrete pad - See drawing details. Alternates will not be accepted; this equipment selection has been reviewed and approved by the Engineer of Record and the AHJ. The only allowable substitution shall be a different geometric shape. 9. New electrical wiring shall be in accordance with the latest edition of the NEC. 10. Contractor shall be responsible for performing their own local underground Utility marking prior to any excavation. Call before you dig (411) will not be able to mark Utilities within the project area due to this project existing on State Government Property. 11. INSTALLATION AND TESTING SHALL BE IN STRICT ACCORDANCE WITH STI'S FIREGUARD(R) INSTALLATION INSTRUCTIONS AND PERFORMED BY A LICENSED INSTALLER. 12. Successful bidder will coordinate any inspections with the DEC (John Kane (607) 725- 7381) 13. All work will be done in accordance with industry best practices and shall meet all DEC Requirements. 14. Successful bidder shall provide a (1) One year warranty period from completion of install. 15. Successful bidder shall provide (2) Two sets of IO&M Manuals, and specification sheets for all materials used on this job. Pictures of trench, bollard, concrete pad preparations, and final product.
