REPLACE 13.8KV OVERHEAD CIRCUITS 1E & 2E WITH UNDERGROUND ELECTRICAL INFRASTRUCTURE The United States Army Contracting Command - Rock Island (ACC-RI) is issuing a Request for Proposal (RFP) for the replacement of 13.8kV Overhead Circuits 1E & 2E with underground electrical infrastructure. This requirement allows for full and open competition. All work is to be completed in accordance with the Scope of Work (SOW) for project 2019-4350, associated attachments, and terms and conditions included within the RFP. See Defense Federal Acquisition Regulation Supplement (DFARS) clause 252.236-7001. The RFP contains one firm-fixed price base bid contract line item number (CLIN), one firm fixed price option bid CLIN, and a time and material CLIN for common earth (dirt and rock) excavation. In accordance with Federal Acquisition Regulation (FAR) 36.204(g), the magnitude of this project is between $5,000,000.00 and $10,000,000.00. Performance and Payment Bonds are required. Any interested offeror will be required to have an active Joint Certification Program (JCP) account in order to obtain access to secure documents.
