Site work for a mixed-use development in Kelso, Washington. Completed plans call for site work for a sidewalk / parking lot; and water / sewer project.
As of 5/15/23 this project is expected to be awarded to JH Kelly at the board meeting held on 5/17/23. Construction will likely start July 2023. They will have 390 working days from NTP. The construction of a 0.5-million-gallon (MG) welded steel standpipe water reservoir and related site improvements including demolition of existing elevated reservoir, proposed reservoir subgrade preparation, utility piping, driveways, site fencing, site restoration, overflow pond, connection to the existing water system, and electrical/controls. The District hereby notifies all bidders that it will affirmatively7 ensure that in any contract entered into, pursuant to this advertisement, minority and women's business enterprises will be afforded full opportunity to submit bids in response to the invitation and will not be discriminated against on the grounds of race, color, national origin, or sex in consideration for an award. The District in accordance with Title VI of the Civil Rights Act of 1964, 78 Stat. 252. 42 U.S.C. 2000d to 2000d-4 and Title 49, Code of Federal Regulations, Department of Transportation, subtitle A, Office of the Secretary, Part 21, nondiscrimination in federally assisted programs of the Department of Transportation issued pursuant to such Act, hereby notifies all bidders that it will affirmatively insure that in any contract entered into pursuant to this advertisement, disadvantaged business enterprises as defined at 49 CFR Part 26 will be afforded full opportunity to submit bids in response to this invitation and will not be discriminated against on grounds of race, color, national origin, or sex in consideration for an award. This project is funded through the Washington State Drinking Water State Revolving Fund program with federal funds from the: Environmental Protection Agency as well as funds from Washington State Direct Appropriation and local funds. DWSRF requirements must be met by general contractors and all subcontractors. All work on this project will be subject to the higher of either the state prevailing wages or federal wage rates. Additionally, this project is subject to the Buy American Requirements Use of American Iron and Steel as defined in the Safe Drinking Water Act (42 U.S.C 300j-12). The Contractor shall be licensed in the State of Washington. The Contractor shall not discriminate on the basis of race, color, national origin or sex in the performance of this contract. The Contractor shall carry out applicable requirements of 40 CR. Part 33 in the award and administration of contracts awarded under EPA financial assistance agreements. Contractor's compliance with Executive Order 11246 shall be based on implementation of the Equal Opportunity Clause, and specific affirmative active obligations required by the Standard Federal Equal Employment Opportunity Constraction Contract Specifications, as set forth in 41 CFR Part 60-4. The District is an Equal Opportunity and Affirmative Action Employer. All proposals must be submitted on the regular form furnished with the specifications in a sealed envelope clearly marked with the name of the bidder, the name of the project, and the date and time of the bid opening. Each bid proposal shall be accompanied by a bid proposal deposit in cash, certified check, cashier's check, postal money order, or surety bond in an amount equal to at least 5 percent of the amount of such bid proposal. Checks shall be made payable to the District. Should the successful bidder fail to enter into such contract and furnish satisfactory performance and payment bond within the time stated in the Specifications, the bid proposal deposit shall be forfeited to the District. The District reserves the right to waive informalities in the bidding, accept a Proposal of the lowest responsible Bidder, reject any or all. bids, republish the Advertisement for Bids, revise or cancel, the work, or require the work to be done in another way if the best interest of the District is served. See Responsible Bidder under Instructions to Bidders for additional information No bidder may withdraw his proposal after the hours set for the opening thereof, or before award of contract, unless said award is delayed for a period exceeding 60 calendar days
