This document serves as notification of a solicitation for The Department of Veterans Affairs, VISN 22, Network Contracting Office 22 (NCO 22) for a requirement for Multiple Award Task Order Contracts (MATOC) for construction services. The Department of Veterans Affairs has a requirement for on-going facilities support for general construction, alteration, modification, maintenance and repair, demolition and new construction of buildings, facilities and real property located at VISN 22 facilities located in Southern California (Greater Los Angeles, Loma Linda, Long Beach and San Diego), Arizona (Phoenix, Prescott and Tucson), and New Mexico (Albuquerque). The intent of this requirement is to award MATOC/Indefinite Delivery Indefinite Quantity (IDIQ) contracts with a base year and four (4) one (1)-year option periods for a total of five (5) year performance period. Work for the contract will be performed in a functioning hospital environment. Contractor shall furnish all supervision, tools, labor, training, materials, equipment, and transportation necessary to accomplish the work. The work includes, but is not limited to general construction, alterations, mechanical and electrical work, utility systems, necessary demolition and removal of existing structures and certain other items necessary for completion. All work shall be performed in strict accordance with the terms, conditions, specifications and drawings (when available) of the solicitation and all applicable local and VA building codes. This project will be procured as 100% set-aside for Service-Disabled Veteran-Owned Small Business (SDVOSB) and must be listed as verified in the Vendor Information Pages (VIP) database at The North American Industry Classification Code (NAICS) used for this requirement is 236220, Commercial and Institutional Building Construction with a Size Standard of $39.5M. The MATOC solicitation will include a Seed Project. The Seed Project is located at Northern Arizona VA Healthcare System, Bob Stump VA Medical Center, 500 Highway 89 North, Prescott, AZ 86313. Title: Multiple Award Task Order Contract (MATOC) Solicitation for VISN 22 Network Contracting Office (NCO 22). Description: Multiple Award, Firm-Fixed Price (FFP), Indefinite Delivery/Indefinite Quantity (IDIQ) construction Contracts for construction, maintenance, alterations, and repair of buildings and other real property at eight locations under NCO 22: - Phoenix Healthcare System (PVAHCS), Prescott Healthcare System (NAVAHCS), Southern Arizona (SAVAHCS), Long Beach Healthcare System (VALBHCS), San Diego Healthcare System (VASDHC), Loma Linda Healthcare System (VALLHCS), Greater Los Angeles Healthcare System (VAGLAHS) and the New Mexico Healthcare System (NMVAHCS). The Government intends to award a minimum of two (2) IDIQ contract awards, and shall reserve the right to make additional IDIQ awards. The MINIMUM contract value shall be $2,000 and the MAXIMUM contract value shall be $100 Million. The NET AGGREGATE value of all task order and modifications awarded under this MATOC during the five (5) year ordering period shall not exceed $600 Million. The IDIQ contracts awarded resulting from this solicitation shall include a five (5) year ordering period from the date of award. All Task orders are subject to availability of funds. The contract awards will consist of a Base Award period of one year and four one year option periods. The guaranteed minimum amount for each resultant award shall be $2,000. The MINIMUM ordering limit per task order is $2,000. The MAXIMUM ordering limit per task order is $20,000,000. This acquisition shall be 100% set-aside for Service-Disabled Veteran-Owned Small Business (SDVOSB) concerns per the authority of 38 U.S.C. 8127 (Public Law 109-461). In accordance with VAAR 819.7003(b), at the time of submission of proposal, the offeror must represent that it is a SDVOSB concern, a small business concern under the NAICS code assigned to the acquisition, has a current SAM registration and is CVE verified for eligibility in the VIP database. NAICS: 236220: Commercial and Institutional Building Construction / SBA Size Standard: $39.5 Million This acquisition features a seed project with a cost magnitude between $250,000 and $500,000 A Bid Bond is required for the seed project.
