Site work and new construction of a mixed-use development in Martins Ferry, Ohio. Conceptual plans call for the construction of a multi-residential development; and for site work for a multi-residential development.
The Belmont Metropolitan Housing Authority (BMHA) is in the development stage of a 2022 Capital Fund Program (CFP) to modernize the housing developments which it owns and manages in Belmont County; specifically; fifteen (15) different development sites consisting of family and high rise units. The Authority is accepting proposals from firms interested in providing architectural and engineering services to assist the Authority in the planning and development of this modernization project. The Authority will be selecting an architectural/ engineering firm through the competitive negotiation process. The projected funds available for construction/ modernization are approximately $1,800,000 for the various phases/concepts of the program under formula allocation and possibly additional funds under a competitive grant process. The scope of work involved includes, but is not necessarily limited to: 1. A review and periodic update of the Authority's Comprehensive Modernization Plan under the coordination of the Authority's Modernization Coordinator; and to provide recommendations concerning improvements needed. 2. Development of costs estimates for such improvements and adhere to design within budgetary restriction philosophy. 3. Preparation of Plans and Specifications (bid & construction documents). Preparations of permit applications, if applicable. 4. Review of bids from contractors and recommendations concerning awards. 5. Inspection of construction work until Final Acceptance to include warranty inspections. A specific work program shall be discussed during the interview/negotiation process as well as expected time frames. At a minimum, the packet should include: a letter of interest stating the firm's understanding of services to be performed; statement of firm's ability to perform the work; evidence that the firm is registered or licensed to perform the required work; profile of firm's staff and affiliates; listing of previous experiences, specifically noting any CFP, CGP, or CIAP modernization work, construction/ rehabilitation/modernization for Housing Authorities and construction/ rehabilitation/ modernization work to non-Hud assisted or insured residential housing, non-residential rehabilitation/ modernization work; and a certified statement that the firm is not disbarred, suspended or otherwise prohibited from professional practice by any federal, state or local agency. It is anticipated that the interview/selection process and award of negotiated contract will conclude in August 2022 The method of contractor selection has not been determined at this time. *Absolutely no inquiries will be accepted at this time.
