Renovation of a mixed-use development in Hagerstown, Maryland. Completed plans call for the renovation of a 21,215-square-foot, two-story above grade educational facility; and laboratory facility.
The Board of Trustees of Hagerstown Community College, also referred to as “the college” or “HCC”, requests sealed competitive proposals from qualified General Contractors for the renovation of the Advanced Technology Center (ATC). The project includes the demolition of selected portions of the existing, two-story academic building, an area of approximately 31,000 square feet (both floors); the construction of an expanded two-story lobby structure and associated vestibules with new curtain wall glazing systems, a new hydraulic elevator and grand stair; the complete reconfiguration and renovation of interior spaces to include classrooms, labs, offices, conference rooms, and all associated support spaces on both floors; the complete replacement of all building systems, including mechanical, electrical, plumbing, technology, and audio-visual; upgrades to building exterior to include enlarged perimeter openings with storefront glazing systems, applied panel façade systems over existing masonry, and a complete roof replacement with tapered insulation and TPO roofing system; site work and associated landscaping; and all other work indicated in the Contract Documents. The General Contractor must be able to acquire, manage, and maintain a competent and complimentary team of subcontractors. This team may include electrical, plumbing, mechanical, and other subcontractors necessary to accomplish this project. The General Contractor must have experience with educational buildings of over $10,000,000. Bid bonds in the amount of 5% of the contractor’s bid along with 100% Performance and Labor and Material Payment Bonds are required. The General Contractor and all subcontractors working at the project site must possess valid contractor’s licenses for the State of Maryland. Questions regarding clarification of the contents of the RFP will be accepted, in writing, from the time of RFP receipt by prospective offerors until 12:00 PM on October 8, 2025.
