Envelopes containing bids must be designated Sealed Bid for Memorial Park Accessibility Improvement Project as follows using CDBG Funds: Milling or Excavation 12 Depth 370 SY; 4 thick 2B Stone Base 110 SY; 6 thick No. 4 Stone Base 260 SY; 8 thick Reinforced Concrete 990 SF; Pave with 19 mm Binder 4 Depth 57 TN; 9.5mm Wearing 2 Depth 28 TN and 9.5mm Wearing 1 Depth 12 TN; Parking Lot Lines and Symbols, 2 ADA Signs, 8 Wheel Stops, Lawn Restoration and other specified work; all quantities approximate. Bid must be accompanied by satisfactory security executed by the bidder and an acceptable surety authorized to do business in the Commonwealth of Pennsylvania in the amount of 10% of the bid made payable to West Leechburg Borough. Owner reserves the right to waive any informalities or to reject any or all bids. Proposals must be upon the form provided. No bid may be withdrawn within 60 days after the opening thereof. Contractor to comply with the Occupational Safety and Health Act of 1970, the Drug-Free Workplace Act of 1988, the Americans with Disabilities Act of 1990, and the Pennsylvania Human Relations Act of October 27, 1955 as amended and follow all applicable & Pa. Dept. of Health guidelines and orders. The successful contractor must attach a Certificate of Compliance with labor standards as specified by the U.S. Department of Labor in the Davis-Bacon Act, as amended, 40 U.S.C. Sections 276(a) through 276(a)-7 and furnish the County with weekly payrolls. This project is funded in whole or in part with federal funds. Davis-Bacon wage rates and other federal requirements apply and are included in the bid documents. Labor Compliance is mandatory.
