The New York Power Authority (Hereafter, the "Authority" or "NYPA") Invites You to Submit a Proposal to Furnish All Supervision, Labor, Materials and Equipment (Except for Services, Materials and/or Equipment to Be Furnished by Others as Specifically Referred to in the Contract Documents) and Perform All Operations Required to Provide Right-of-way Agent Services Within the Authority's Row's in Support of NYPA's Vision2030 Initiative. The New York Power Authority (Authority) is a public benefit corporation engaged in the generation and transmission of electricity for the benefit of the people of New York State. It is the country's largest state power organization with 16 generating facilities and more than 1,400 miles of bulk power transmission lines. The Authority's mission is to provide customers with low-cost, clean reliable power. As such, it continually seeks opportunities to invest in the State's Energy Highway to connect renewable energy products with its customers across the State. Consulting services shall include all labor, materials, equipment, personnel and supervision necessary to provide Right - of - Way Agent services within the Authority's ROWs including, but not limited to the following: Responsibilities:
o In conjunction with Authority staff, foster and maintain positive landowner relationships for NYPA facilities in the VISION2030 projects
o Support all permit processes associated with NYPA fee and easement areas
o Assist in the resolution of all landowner complaints, requests, and damage claims
o Agent shall overlay existing easements and consult with Project Engineers on best location of proposed access roads
Skills Required:
o Ability to operate and manage Real Estate activities independently and exercise good judgment
o Strong conflict resolution skills
o Strong negotiation skills
o Thorough knowledge of Real Estate requirements of the North American Electric Reliability Corporation (NERC) as these requirements relate to NYPA's vegetation management plan, Federal Energy Regulatory Commission (FERC), the Eminent Domain Procedure Law (EDPL) and NYS Regulations as they pertain to NYPA Real Property assets
o Ability to establish working relationships with counterparts at other utility companies and government offices
o Expert user of Geographic Information System (GIS)
o Ability to effectively communicate clearly and persuasively
o Ability to manage all responsibilities independently whether negotiating for real property rights, protecting rights previously acquired or coordinating activities associated with maintaining transmission lines, or exercising rights to operate, maintain, repair, rebuild power projects, etc. The method of Contractor Selection has not been Determined at this time.
