Bidders may ask the Design Engineer questions about the project from October 24th, 2022 thru November 2nd, 2022 by 5:00 p.m. All questions will be received by email and shall be sent to Jose L. Reyes at Jose.Reyes@DECorp.com. Responses will be provided to all prospective bidders at email address provided by July 18th, 2022. Bidders on this Project do not have to be prequalified by TXDOT. Cone of Silence: Please note requirements of the City's "Cone of Silence" Policy found in section I-B, Information for Bidders, item number 24. The Cone of Silence Policy prohibits any communication except as provided in the Policy. The Cone of Silence begins on the day the bid is advertised and terminates on the day that a recommendation of contract award is placed on the City Council agenda. Please note the City's experience requirements, for award of this project, in Section I-B, Information for Bidders, Method of Award-Lowest Responsible and Responsive Bidder: Wage Rates: Where there are similar wage rate classifications in wage determinations, the higher wage shall be paid. The contractor shall pay not less than the wage rate as determined by the Secretary of Labor and State Statue, based on the controlling wage rate zone applicable of the Davis-Bacon Act, as provided on the Applicable Wage Rates, provided in Section I-F of this proposal. Office hours are 8:00 a.m. 5:00 p.m., Monday - Friday SCOPE OF WORK The scope of work includes the following four (4) Base Bids: Base Bid 1 (Funded by TxDOT) Base Bid consists of work for removal of existing pavement with project limits and existing bridge structure at Rio Vista at Franklin Canal, including Pedestrian Bridge. Proposed Improvements included in this Base Bid includes all labor', materials and equipment for the construction of new single span bridge, concrete approach Slab, 5ft Sidewalks, driveways, ADA compliant ramps, signs and pavement marking and concrete riprap within Franklin Canal 100ft upstream and downstream of proposed bridge. Base Bid 2 (Funded by City of Socorro) Base Bid consists of all labor, equipment and materials for the placement concrete riprap within Franklin Canal beyond 100ft upstream and downstream of proposed bridge. Base Bid also includes all labor, equipment, and materials for upgrade of signals in Alameda Ave (SH 20) and all pavement marking, signs and median modification north of Alameda. Base Bid 3 (Funded by TxDOT) Base Bid consist of work for removal of existing pavement with project limits and existing bridge structure at Bovee Road at Franklin Canal. Proposed Improvements included in this Base Bid includes all labor, materials, and equipment for the construction of new single span bridge, concrete approach Slab, 5ft Sidewalks, driveways, ADA compliant ramps, signs and pavement marking and concrete riprap within Franklin Canal 100ft upstream and downstream of proposed bridge. Base Bid 4 (Funded by City of Socorro) Base Bid consists of all labor, equipment, and materials for the placement concrete riprap within Franklin Canal beyond 100ft upstream and downstream of proposed bridge. Base Bid also includes all labor, equipment, and materials for relocation of existing 8-inch waterline.
