Construct an earth dam having a maximum height of 23 feet and consisting of a 48-inch diameter reinforced concrete pipe rise and a 24-inch diameter reinforced concrete pipe. Install other pipe conduits and appurtenant structures. construt an earth auxiliary spillway for the dam. Complete seeding and other work shown on the construction drawigs and described in the construction specifications. All bids must be accompanied by a certified check, cashiers check or a bid bond for not less then 5 % of the totle bid price. Award of the contract will be made on the basis of the lowest totle bid price that is responsible and responsive. Payment foe work under this contract will be made in the basis set forth in the general condisions. Owner reserves the right to reject any or all bids .
