Owner and applicant the City of Grovetown request a rezoning from R-A (Residential Agricultural) to S-1 (Special) for property located at 5221 Parham Road, Tax Map 063 Parcel 138, 7.56 +/- acres, and currently zoned R-A (Residential Agricultural). The applicant is requesting the rezoning for a proposed water tower and office space. Provided with the application is a narrative and development plan for the proposed water tower and office space. Per the provided narrative, the City of Grovetown is in the planning stages of an estimated $5 million upgrade to the water system in the southeastern portion of the City which is designed to increase capacity to better serve the residents in this area, as well as prepare for future growth. The subject property was purchased recently by the city with the intent of using it as part of the water system improvement plan. Proposed is a 100 foot tall, 750,000 gallon water tank located towards Parham Road with an anticipated construction start date of July 2023, demolition of the existing stick built structure on the southwest corner of the property, conversion of the existing mobile home located centrally on the property into the water distribution office, and a gravel parking lot and drive adjacent to the proposed office. The office will be primarily used as a meeting place for water department employees
