Pre-Qualification for Bidders: Not Required License Type Required: Class A, Class C-12 Project Duration: 40 Work Days Liquidated Damages: $1,000.00 Per Calendar Day Bid Bond Percentage: 10% Cost of Printed Plans & Specs: $40.00 GENERAL WORK DESCRIPTION: The work includes but is not necessarily limited to applying type II microsurfacing, asphalt rubber chip seal, and type II slurry seal to various City streets. That work shall include at a minimum: provide mix designs, provide required test results from proposed mix designs and materials, furnish, construct, and provide quality control required for the proper application of type II microsurfacing, asphalt rubber chip seal, and type II slurry seal; provide traffic control; public notification; roadway preparation; replacement and/or placement of pavement striping, markers, and markings; protecting in place existing facilities to remain; adjusting of utility frames and covers to finished surface; clean-up and related work as required; all necessary storm water pollution control program work; furnishing all materials, labor, tools, and equipment needed to complete the work in accordance with the contract documents, including but not limited to these Special Provisions, including plan exhibits, referenced standards and specifications, the Standard Plans (2012 edition) and Specifications For Public Works Construction ("Greenbook") 2015 edition, and the City Standard Requirements. All changes of the rate of spread or the quality of workmanship of the paving construction shall be at the discretion of the Engineer. CONSTRUCTION SCHEDULE: The City anticipates awarding the contract on August 16, 2022; executing the contract between August 29 and September 9, 2022; holding the pre- construction meeting between September 12 and September 23, 2022; and issuing Notice to Proceed between September 26 and October 3, 2022. QUESTIONS PERTAINING TO THIS PROJECT PRIOR TO CONTRACT AWARD SHALL BE DIRECTED TO: City of Lompoc, Engineering Division, 100 Civic Center Plaza, California 93436; Attention: Steffen Meyer, P.E., Senior Civil Engineer; Telephone (805) 736-1261, Extension 8240; or email: s_meyer@ci.lompoc.ca.us. PROPOSALS: Proposals are required for the entire work described in the Contract Documents. Proposals will not be considered unless they are made on the proposal forms furnished with Project Manual - Part B. Attention to prospective bidders is called to Section 2, "Proposal Requirements and Conditions," within Project Manual - Part A, for full direction as to bidding, etc. The City of Lompoc reserves the right to reject any or all proposals or make the award to the lowest responsible bidder. CONTRACTOR REGISTRATION: No contractor or subcontractor may be listed on a bid proposal for a public works project unless registered with the California Department of Industrial Relations (DIR), pursuant to Labor Code section 1725.5 (with limited exceptions to this requirement for bid purposes only, under Labor Code section 1771.1(a)). No contractor or subcontractor may be awarded a contract for public work on a public works project unless registered with the DIR pursuant to Labor Code section 1725.5. This project is subject to compliance monitoring and enforcement by the DIR, and the contractor and subcontractors must furnish electronic certified payroll records to the Labor Commissioner. The contractor shall post the job site notices as prescribed by the regulation, pursuant to Labor Code section 1771.4(a)(2). BONDS: Each proposal must be accompanied by cash, a certified or cashier's check, or bidder's bond of the prescribed form and made payable to the City of Lompoc for an amount equal to at least ten percent (10%) of the amount bid, such guaranty to be forfeited, should the bidder to whom the contract is awarded fail to furnish the required bonds and to enter into a contract with the City within the period of time provided by the Proposal Requirements. LICENSE REQUIREMENTS: In accordance with provisions of California Public Contract Code Section 3300, the City has determined that the Contractor shall possess a valid Class A or C-12 License at the time of award. The Contractor shall be properly licensed at the time the contract is awarded. No contract will be awarded from a Contractor who has not been licensed in accordance with the provisions of Chapter 9 of Division 3 of the Business and Professions Code. PREVAILING WAGE RATES: Pursuant to Section 1773 of the Labor Code, the general prevailing wage rates in the county of Santa Barbara, in which the work is to be done have been determined by the Director of the California Department of Industrial Relations. These wages are set forth in the General Prevailing Wage Rates for this project, available at the City of Lompoc address and available from the California Department of Industrial Relations Internet portal. Future effective general prevailing wage rates which have been predetermined and are on file with the California Department of Industrial Relations are referenced but not printed in the general prevailing wage rates. CITY STANDARD REQUIREMENTS: The City of Lompoc Standard Requirements For The Design and Construction Of Subdivisions and Special Developments are available on the City of Lompoc portal. Hard copies are also available for purchase from the City of Lompoc, Public Works Department, 100 Civic Center Plaza, Lompoc, California, 93436 at a cost of $20.00 per set. DISADVANTAGED BUSINESS ENTERPRISES: The City of Lompoc hereby notifies all bidders that it will affirmatively ensure that in any contract entered into pursuant to this advertisement, disadvantaged business enterprises will be afforded full opportunity to submit bids in response to this invitation and will not be discriminated against on the grounds of race, color, or national origin in consideration for an award. ENGINEER'S COST ESTIMATE: The Design Engineer has calculated an estimate of probable construction costs for this project. The City does not wish to publicize the engineers estimate of the project cost since this information may tend to influence the number and nature of bids received. However, for bidders convenience, the City will publicize that the engineer's estimate for the base bid falls within a range of $2,200,000 - $2,500,000. PRE-BID CONFERENCE: A pre-bid conference will not be held for this project.
