Attention : Note that only the documents required by the Company under the terms of this call for tenders must be submitted with the tender, so as to avoid any situation which would lead to the tender being restrictive or conditional. IMPORTANT NOTICES Recommendation for submission of tenders electronically In order to preserve the health of the personnel of its organization, the Company is implementing preventive measures to combat the COVID-19 pandemic. Therefore, the Company strongly recommends that bidders submit their bid electronically through the electronic bidding system. Authorization to contract/certificate from Revenu Quebec It is strongly suggested that bidders submit as soon as possible, according to the requirements of the contract documents, their request for a certificate from Revenu Quebec and, if applicable, their request for authorization to contract with the Autorite des marches publics, in order to to ensure that these requirements are met before the deadline date and time indicated in the Instructions to tenderers and/or in the Additional Instructions . Non-participation in the call for tenders Any person or company that has obtained the contractual documents and does not submit a bid undertakes to complete the "Non-participation questionnaire" form included in the contractual documents and send it to the Company at the address of following email: infosoumissionDIBSLGIM@sqi.gouv.qc.ca . CONTRACT LENGTH The services covered by this call for tenders are required for a period of 36 months, starting September 1 , 2022. SUBMISSION GUARANTEE The tender must be accompanied by a tender guarantee corresponding to 3% of the amount of the tender. When the tender is transmitted on paper, this tender guarantee must be presented in the form of a bond, irrevocable letter of guarantee, certified cheque, money order or draft and comply with the conditions mentioned in the article "Tender guarantee". Instructions to Bidders . When the tender is transmitted electronically, this tender guarantee must be presented in the form of a bond or an irrevocable letter of guarantee and comply with the conditions mentioned in the "Tender guarantee" article of the Instructions to tenderers . No other form of guarantee is accepted with this mode of transmission. TERMS Only bids submitted by bidders who meet the following conditions will be considered: have in Quebec, or in a territory covered by an applicable intergovernmental agreement, an establishment where he carries out his activities on a permanent basis, clearly identified in his name and accessible during normal business hours; hold the licenses required under the Building Act . No physical presence on the premises of the opening is now permitted and no subsequent viewing of the video recording of the opening is possible, neither recording nor broadcasting of it. This new rule is put in place as an additional measure to combat the spread of COVID-19. TRANSMISSION OF COMPLAINTS All complaints filed with the Societe under section 21.0.4 of the Act respecting contracting by public bodies (CQLR, chapter C-65.1) must be received at complaint@sqi.gouv.qc.ca , no later than the deadline set for receipt of these as indicated in the Additional Instructions . INFORMATION Tenderers who wish to receive clarifications concerning the call for tenders must communicate in writing to the e-mail address designated below, taking care to mention the contract number, and this, maximum three working days before the date . and the deadline for receipt of tenders . If such a request for clarification is received two working days or less before the deadline date and time for receipt of tenders, the Company reserves the right not to consider it.
