As of October 21, 2022, information regarding the award and award date has not been disclosed. A firm timeline for construction has not been established. *The closed solicitation has been included below for reference: Provide a PSC Proposal (Technical and Cost) for all required Professional Architectural and Engineering Services in compliance with the State of Michigan, Department of Technology Management and Budget DTMB Project Statement Form (DMB427), DTMB ISID Billable Rate Professional Services Contract and the DTMB 430 RFP Billable Rate Form (DMB 430) and DTMB Facilities Administration, Design and Construction Division policies and procedures for the development of Contract Bid Documents and Construction Administration. The technical portion shall be concise, include personnel resumes. A proposed schedule for design, bidding and construction must be included. The cost portion shall be submitted in DTMB410 format. PROJECT DESCRIPTION: The DNR Forest Resources Division is seeking Phase 500 professional engineering services for the design of a new Garage building at Wyman State Forest Nursery. The building is desired to be 64x72 heated structure with 16 high walls, a concrete floor, and (4) 12x14 garage doors with powered operators. The desired project includes: 1. PSC to determine if Utilities from Main Office Building will be sufficient to serve requirements for the Garage building. These include Water, Sewer, Natural Gas, and Electrical. Electrical to provide for 220v outlets for air compressor and welder. 2. 10'x10' Office space No special requirements 3. 8'x10' Bathroom 4. 20'x10' Fire Cache Area to be dry storage of equipment. (No hazardous materials will be stored) 5. Removal of existing Greenhouse foundation system as required. 6. Locate existing drainage ditch from Main Office Building parking lot and determine culvert size for entrance road. 7. Locate unmarked burd electric cable near proposed building site. Project site is on State property. See attached site maps for specific proposed building site location. SERVICES REQUESTEDie Professional Services Contractor (PSC) is to provide Phase 500 Final Design Services for a new Garage building. The PSC shall include any required Phase 400 Preliminary Design tasks necessary to complete Contract Document development in the Phase 500 proposal technical summary. Professional Services shall include but are not limited to the following: 1. Prior to starting design, the PSC will be required to obtain any as-built information and document existing conditions via a topographic survey and verify all base information required for proper design. As necessary, the PSC shall evaluate site soils to determine suitability for meeting design loading. In addition, the PSC shall be sure to incorporate SESC measures into the design and submit the SESC plan review checklist to DCD. 2. Phase 500. Include any required Phase 400 tasks necessary for complete Contract Document development in the Phase 500 Proposal technical summary. 3. The PSC shall include a LARA Plan Review Permit application and Construction Code approval, and all permits and standards required to be met by this project. Include in the reimbursement category of the Phase 500 Proposal cost summary of your proposal any cash allowance(s) listed below. 4. Contract Document development that meets the approval of the MDNR, DTMB and all related Code requirements. 5. Provide 50% and 90% estimates of construction costs for developed plans. 6. Development of a construction schedule that avoids negatively impacting road operations during primary use season(s) as much as practicable. Use Gantt chart schedule format. 7. Submittal of 50% and 90% Contract documents for Owner review, posting 100% Contract documents on Sigma, Best Value Bid Evaluation and PSC recommendation of Contract Award. THE PSC PROPOSAL SHALL INCLUDE: 1. All required LARA plan review, permit application preparation, permitting fees, reimbursements, and approvals. 2. All required EGLE plan review, permit application preparation, permitting fees, reimbursements, and approvals. 3. All required DTMB SESC plan review and approvals. 4. Contract Documents utilizing the current State of Michigan, DTMB, Facilities and Business Services Administration, Design and Construction Division, DC SPEC General Conditions, and the Master Spec format. 5. Clear documentation of the number of meetings proposed during the design and construction administration phases and indicate whether the meetings are proposed to be on-site, face to face, by telephone, or in specific electronic format. 6. All field, material and other testing required for the proper design and construction of the improvements shall be identified and included in the PSC Technical proposal and the costs itemized in the PSC Cost proposal as reimbursements. 7. All surveying required for the proper design and construction of the improvements shall be identified and included in the PSC Technical proposal and the costs itemized in the PSC Cost proposal as reimbursements. 8. All soil borings required for the proper design and construction of the improvements shall be identified and included in the PSC Technical proposal and the costs itemized in the PSC Cost proposal as reimbursements. 9. Provide a proposed PSC design schedule. The Owner desires to have the design completed as soon as possible. ADDITIONAL CONSIDERATIONS: A project construction budget has not been determined. The PSC shall be required to maintain a complete project file of all project documentation including, but not limited to, contract documents, all correspondence, all e-mails, all RFIs and answers, Field Orders, and telephone communication logs. The project files shall be maintained in an electronic file format and delivered to the DTMB Design and Construction Division with the PSC's final Payment Request.
