The bid award date shall be announced at the bid opening.All bids and bid sureties submitted shall remain valid for a period of sixty (60) days from the time bids are opened. Questions regarding the specifications shall be submitted electronically. No email or telephone inquiries will be accepted. Bid surety in the form of a certified check or bid bond in the amount of ten percent (10%) of the total bid is required, submitted as an unconditional guarantee that in the event the bid of the bidder is accepted, and the service contract awarded to him or her, such bidder will duly execute the same. The performance of the service contract shall likewise be duly secured by the required performance bond. All documents, bid surety, affidavits and other information accompanying the bid shall be scanned electronically and included in the PennBid submission. The successful bidder shall supply hard copies of all bid documents, including original bid bond and performance bond, to be supplied to the Township within ten (10) business days of notification of the bid award. The right is reserved by the Municipality, in the exercise of its sole discretion, to reject any and all bids when such action is deemed to be in the best interest of the Municipality. The Municipality reserves the right to waive any non-conformity with respect to any bid or any error with respect to the same which does not constitute a substantial departure from the general and detailed specifications herein set forth. The determination of whether an error or departure is one of substance rests within the sole discretion of the Municipality
