Ingham County is seeking the services of a qualified commissioning provider/firm for a new construction project currently underway. This is a qualification based selection process. Complete submittal of information requested in this document is essential to the selection process. Failure to provide this information may result in not being considered for the award of a contract The objective of commissioning is to provide, facilitate, document, and assure that the building systems noted herein fulfills the functional and performance requirements of the building owner, occupants, and operators. To reach this goal, it is necessary for the commissioning process to establish and document criteria for system function, performance, and maintainability, and to also verify and document compliance with these criteria throughout construction, start-up, and the initial period of operation. In addition, complete operation, and maintenance (O&M) manuals, as well as training on system operation, should be provided to the building operators to ensure building continues to operate as intended. The commissioning firm shall be involved beginning in the construction verification phase, acceptance phase, and occupancy & operations phase of the project. During construction, the Commissioning Firm develops and coordinates the execution of a testing plan, which includes observing and documenting all systems' performance to ensure that the systems are functioning in accordance with the contract documents. The commissioning firm is not responsible for design or general construction scheduling, cost estimating, or construction management, but may assist with problem solving or resolving nonconformance issues or deficiencies. Contract approval by the Ingham County Building Authority is anticipated on August 1, 2022, with contract commencement anticipated immediately thereafter. All work needs to be completed no later than August 15, 2023. Any explanation desired by a Proposer regarding the meaning or interpretation of this RFP and attachments must be requested to the Ingham County Purchasing Department, at questions@ingham.org. The deadline for submitting final questions is no later than 3:00 P.M. on July 13, 2022. If an addendum is required, it will be issued after this date. In the subject line of the email, reference "Packet #113-22 - Commissioning Services for the New Justice Complex". The County reserves the right to reject any or all proposals, to waive any informalities or irregularities in proposals, and/or to negotiate separately the terms and conditions of all or any part of the proposals as determined to be in the County's best interests at its sole discretion even though not the lowest cost. The method of contractor selection has not been determined at this time.
