The City of New Ulm, Minnesota (City) invites proposals from qualified engineering firms to assist in the planning, development and implementation of a stormwater utility. Qualified firms shall have expertise in the planning, development and implementation of stormwater utilities, regulatory compliance issues, stormwater system design, mapping and geographic information systems, stormwater modeling, MPCA regulations, utility fee implementation, project planning and public outreach. The goal of this project is to establish a Stormwater Utility Fee with a rate structure that is revenue sufficient, fair, equitable, legally defensible and publicly acceptable. The method of contractor selection has not been determined at this time.
