Site work for a playground / park / athletic field in Cass, West Virginia. Completed plans call for site work for a playground / park / athletic field.

The West Virginia Purchasing Division is soliciting bids on behalf of The West Virginia Division of Natural Resources to establish a contract for the construction of a new Campground at Cass Scenic Railroad Resort State Parks per the attached specifications, terms and conditions, and the project manual and drawings. The project generally consists of the construction of a new 100-site campground. Work will include, but is not limited to, earthwork; concrete and paving work; utilities including water, electric, and sanitary; landscaping; and building construction A. The construction of the new campground at Cass Scenic Railroad State Park and all other work as described in the project plans, the project technical specifications, and this project manual. B. The intent is that the completed work consists of a fully completed project. C. Furnish any incidental work, materials, product, labor, and equipment that are necessary to complete the work, even if such incidental work is not explicitly included in the contract documents. D. The project shall consist of - and bid according to - a Base Bid and Additive Alternate No. 1. There is no Additive Alternate No. 2 for this project. Any references to Additive Alternate No. 2 still existing within the construction plans or technical specifications shall be disregarded. E. As shown on sheet C003 of the construction plans, Additive Alternate Notes: a. The Base Bid shall consist of the construction of camp sites 1 through 30 and 69 through 100; Bathhouse A; Bathhouse B; Check-in Station; and all grading, utilities, paving, and other miscellaneous items for a complete and in-place installation. If only the base bid is awarded, the contractor shall make provisions for extending all utilities to the Additive Alternate No. 1 portion of the site in the future. b. Additive Alternate No. 1 shall consist of the construction of camp sites 31 through 68 and all grading, utilities, and other miscellaneousitemsfor a complete and in-place installation. F. Sheet C003 of the construction plans, General Notes, Item No. 14 reads as follows: Each campsite shall be equipped with one bear proof trash can, such as the 30 gallon basic Bearicuda Bin with screw top lid including optional handles, or approved equal. Each trash can shall be secured to the camp site signpost utilizing an appropriate length of stainless-steel chain. Bidders shall disregard Item No. 14. There will be no trash receptacles for each camp site included within the scope of work for this contract. Solid waste storage and disposal shall be addressed by the Park separately. G. Sheet C003 of the construction plans, Standard Campsites, Item No. 1 reads as follows: Each of the standard and equestrian sites shall have one (1) campfire ring such as part no. 11684, 30" X 16 5/8", as manufactured by Jamestown Advanced Products (www.jamestownadvanced.com), or Engineer approved equal. Bidders shall replace that model fire ring with part no. 11394-2, 31" X 9", as manufactured by Jamestown Advanced Products (www.jamestownadvanced.com), or Engineer approved equal. H. The fire rings for Standard Campsites and ADA Campsites shall be installed in accordance with the respective details included in Section 7 of this Project Manual. Both styles shall utilize staples for anchoring. I. Sheet C003 of the construction plans, Standard Campsites, Item No. 2 reads as follows: Also each site shall include one (1) picnic table each. The tables shall be 8' treated pine outdoor commercial park picnic table features a non-tip, nontrip walk through design with a one-piece galvanized frame continuously mig welded for superior strength. Bidders shall use part number 11135-11, 8 Foot 2 Inch Schedule 40 Pipe Hot Dipped Galvanized Finish Frame with Treated Pine Lumber, as manufactured by Jamestown Advanced Products (www.jamestownadvanced.com), or Engineer approved equal. (See included details in Section 7 - Details, of this document.) J. Sheet C003 of the construction plans, ADA Campsites (Sites 82, 97 through 100), Item No. 2 reads as follows: Also, each ADA site shall include one (1) picnic table each. The tables shall be 8' treated pine outdoor commercial park picnic table features a universal access design galvanized frame. Bidders shall use part number 11135-29, 8 Foot 2 Inch Schedule 40 Pipe Table Top Wheelchair Accessible Hot Dipped Galvanized Finish Frame with Treated Pine Lumber, as manufactured by Jamestown Advanced Products (www.jamestownadvanced.com), or Engineer approved equal. (See included details in Section 7 - Details, of this document.) ADA picnic table shall conform to the following minimum requirements as set forth in the United States Forest Service's Accessibility Guidebook for Outdoor Recreation and Trails (See Section 7 - Details, for illustration.): a. Knee space for wheelchair seating must be at least 30 inches (30") wide, b. Knee space for wheelchair seating must be 19 inches (19") deep, c. Knee space for wheelchair seating must be 27 inches (27") high as measured from the ground to the bottom of the tabletop, and d. Toe clearance must be provided for at nine inches (9") above the ground for an additional five inches (5") horizontally beyond the knee clearance. K. Sheets C022, C023, C024 Landscape Plan sheets) and C035 (Landscape Detail Sheet) shall be modified as follows: a. The following trees shall remain in the scope of work and be generally located as shown on the construction plans or as otherwise modified in the amended Landscape Plan and Details sheets contained within this Project Manual: i. "A" - Armstrong Red Maple ii. "C" - Heritage River Birch, iii. "D" - Quaking Aspen, iv. "E" - Willow Oak, and v. "K" - Norway Spruce. b. The following trees shall not be included in the scope of work: i. "B" - Autumn Blaze Maple, ii. "F" - Eastern Hemlock, iii. "G" - Colorado Blue Spruce, iv. "H" - Leyland Cypress, and v. "J" - Skyrocket Juniper c. The following tree shall be added to the landscape plan and included in the scope of work: Acer saccharum (Sugar Maple) - The Sugar Maple shall replace the Autumn Blaze Freeman Maple shown on the plans and specifications and shall assume the label of "B." d. Locations for trees shown in the construction plans are general. Exact locations for trees shall be determined by WVDNR/Parks staff. The Contractor shall notify the Agency a minimum of 48 hours in advance to determine each location. The Agency shall place markers at the center of each proposed tree. e. Bidders shall refer to revised sheets C022, C023, C024, and C035 in Section 7 of this Project Manual to correspond with this subsection K. L. The earthwork summary for this design reflects a net cut for each section as broken up on sheets C015, C016, and C017 of the construction plans. This yields an overall net cut for the total project. The Park has a location of approximately 0.73 acres available for the placement of fill material (See images in Section - Details.). This site may be used by the winning contractor to place some or all of the excess material as a final resting place. It is the bidder's responsibility to confirm that there is sufficient workable space/volume there prior to submitting a bid, and the bidder shall account for this accordingly in their bid. Should the bidder determine that there is insufficient workable space available at this site, and/or the bidder needs/chooses to utilize its own disposal site, then the bidder shall account for the removal and disposal of all excess materials in their bid. Va. Code 5-22-1(c), All Vendors submitting a bid on a construction project shall furnish a valid bid bond in the amount of five percent (5%) of the total amount of the bid protecting the State of West Virginia. The bid bond must be submitted with the bid. PERFORMANCE BOND: The apparent successful Vendor shall provide a performance bond in the amount of 100% of the contract. The performance bond must be received by the Purchasing Division prior to Contract award. LABOR/MATERIAL PAYMENT BOND: The apparent successful Vendor shall provide a labor/material payment bond in the amount of 100% of the Contract value. The labor/material payment bond must be delivered to the Purchasing Division prior to Contract award. MAINTENANCE BOND: The apparent successful Vendor shall provide a two (2) year maintenance bond covering the roofing system. The maintenance bond must be issued and delivered to the Purchasing Division prior to Contract award.
