Department of Veterans Affairs Veterans Health Administration (VHA) Sources Sought Notice Steam Double Block and Bleed Station with Bypass Line Installation This is a Sources Sought notice and not a request for quotes. This request is solely for the purpose of conducting market research to enhance VHA s understanding of your company s offered services and capabilities. The Government will not pay any costs for responses submitted in response to this Source Sought Notice. This Sources Sought notice provides an opportunity for respondents to submit their capability and availability to provide the service requirement described below. The Veterans Health Administration (VHA) is seeking to install Steam Double Block and Bleed Station with Bypass Line Installation at the West Haven Connecticut VA Medical Center. The standard of services shall be of quality; meeting or exceeding those outlined in the General Requirements Section as described below. Refer to the General Requirements section below for the requested service description. This Sources Sought is to facilitate the Contracting Officer s review of the market base, for acquisition planning, size determination, and procurement strategy. General Requirements: (This requirement is being treated as a Service Requirement) DRAFT Performance Work Statement Department of Veterans Affairs (VA) West Haven Connecticut VA Campus Building 2 Steam Supply Double Block and Bleed Station with Bypass Line Installation BACKGROUND The VA Connecticut Healthcare System (VACHS) in West Haven, CT, requires a double block and bleed valve arrangement with a bypass line in the main steam supply header to building 2. This will allow for securing and locking out the steam system for building 2, while allowing the boiler plant and all other buildings to continue normal steaming operations. Location of Facility: VA Connecticut Healthcare System 950 Campbell Ave Building 1 West Haven, CT 06516-2770 Schedule: The period of performance for this project is 120 calendar days from the date of award unless other dates are accepted by the Contracting Officer prior to award. This work shall be accomplished as follows- Pre-assembly, testing, and inspection of assemblies separate from the system shall take place to the maximum extent possible. Final installation in the system shall take place during a steam system shutdown event. The shutdown will likely occur on a weekend during the warmer weather months. 2.0 GENERAL INFORMATION 2.1 Scope of Work Construct a double block and bleed valve arrangement in the 6-inchhigh pressure steam supply header to building 2. The assembly shall include a condensate drip pot, inverted bucket type steam traps), vent and drain lines where appropriate Additional or upgraded pipe hanger supports for the new assembly shall be included and installed if needed Perform pressure test and x-ray weld examinations of final assembly as required by VA specifications. Install insulation on bare piping when installation and testing is complete. 2.2 Specific Requirements Contractor shall provide all parts, materials and equipment required to complete this scope of work. All materials furnished and all work installed shall comply with current codes, standards and recommendations of the Department of Veterans Affairs (DVA), the Joint Commission (JC), the American Society of Mechanical Engineers (ASME), American Society of Testing and Materials (ASTM), National Fire Protection Association (NFPA), the State of Connecticut Building Code, and The National Electric Code (NEC) and the International Plumbing Code. Work shall be accomplished by appropriately licensed tradesmen. Vendors shall provide evidence of trade licenses to include welding certifications and x-ray examination. Contractor shall have a safety plan that conforms to OSHA, AIA, and VA requirements. Contractor shall follow current COVID guidance while working at the VA Contractor shall dispose of all waste and hazardous materials in accordance with applicable environmental regulations Contractor shall conform to all applicable VA engineering specifications Contractor shall comply with VA lockout-tagout policy while working on VA systems 3.0 DELIVERABLES The contractor shall provide material specifications for all materials and components prior to work commencement The contractor shall provide a test plan to the VA Contracting Officer s Representative (COR) for review and approval of the new installation prior to work commencement as required by reference 1 The contractor shall provide weld test reports to the VA COR as required by reference 1 The contractor shall construct the double block and bleed assembly with bypass lines as described in section 2.1 The contractor shall test the installation with an approved procedure after completion, and make any repairs as needed at no extra cost to the government as required by reference 1 The contractor shall provide all test and inspection records of components and assemblies for this project to the VA COR The contractor shall complete insulation of bare piping after all final testing is completed and accepted by the VA 4.0 REFERENCES VA CONSTRUCTION SPECIFICATION SECTION 23 21 11 BOILER PLANT PIPING SYSTEMS VA CONSTRUCTION SPECIFICATION SECTION 33 63 00 STEAM ENERGY DISTRIBUTION VA CONSTRUCTION SPECIFICATION SECTION 33 05 10 COMMON WORK RESULTS FOR BOILER PLANT AND STEAM GENERATION ASME B31.1, Power Piping The method of contractor selection has not been determined at this time.
