Weber County is seeking Proposals from qualified and experienced firms to provide a re-write of Weber Countys Pre-Disaster Mitigation Plan (PMP). This contract will be administered by the Weber County Emergency Management and Homeland Security. The County intends to compare and evaluate all eligible submittals and select the most qualified firm(s) or team(s) as outlined in subsection C.7 Evaluation Criteria of this request. This is a Request for Proposals (RFP) only and should not be interpreted as a solicitation for services or as a contract for services. Submittals should be comprehensive, concise, and directly responsive to the goals and format as outlined in this RFP. Under the Disaster Mitigation Act of 2000 (DMA 2000), the federal government works in close coordination with State and local governments to develop hazard mitigation planning and implementation. DMA 2000 also ties federal disaster assistance to State and local hazard mitigation plans. It is the responsibility of Weber County to maintain a Multi-Jurisdictional All Hazards Mitigation Plan The Plan is a comprehensive all hazards document that public safety and public service personnel can utilize as a guide in the development of mitigation strategies within Weber County. Currently this plan is expired. Regulations require that it be up-dated every five years. The expired plan needs a complete review and update to provide a useful resource document for Weber County and to comply with applicable state and federal standards, primarily theNational Response Framework and Comprehensive Preparedness Guide 101 Version 2.0 (CPG 101).
