Whatever the method of sending used, it is the responsibility of the tenderer to ensure the correct transmission and receipt of his tender within the time limit set at the address indicated above. Similarly, the envelope must be clearly identified as described above. All tenders must be presented according to the rules described in clause 1.8 "Rules for presenting tenders" of Chapter 1 Instructions to tenderers. Bids will be publicly opened in the City Council Chambers at the above address, immediately after the set deadline. The Cities and Towns Act provides that tender documents and any additional document related thereto can only be obtained through the Electronic Tendering System To be eligible, all bidders must meet the eligibility conditions listed in the tender documents. In addition, bidders must refer to the tender documents in order to comply with the compliance conditions set out therein. Tenders must be submitted on the forms prepared for this purpose and submitted in four hard copies (one original identified as such and three copies) in sealed envelopes, identified with the call for tenders number OR submitted electronically (if accepted by the City) according to the terms and conditions in force. The contract will be awarded using a weighting system with the following criteria: Experience of the service provider in similar projects: (20 points);
Understanding of the mandate and methodology: (20 points);
Competence, experience and availability of the project manager: ( 30 points);
Competence and experience of the permanent team and the relief team and organization chart: ( 30 points).
The City does not undertake to accept either the lowest bid or any of the bids received, without incurring any obligation or expense of any kind towards the bidder(s). The Town of Kirkland may also reject any bid that has been the subject of anti-competitive practices under the Competition Act (LR 1985, c. C-34). In addition, the City reserves the right to disregard any defect deemed minor in a bid if this does not break the rule of equality between bidders. The method of Contractor Selection has not been Determined at this time.
