Point of Contact for this Sources Sought is: veronica.flores@va.gov (913) 946 - 1167 Department of Veterans Affairs Network Contracting Office -15 3450 S. 4th Street Trafficway Leavenworth, KS. 66048.A STATEMENT OF WORK (SOW) FOR Bldg. 5-5B Panel Upgrade + Bldg. 26 Specialty Care Back Door Security Upgrade INTRODUCTION This Statement of Work describes professional service requirements for work to be done to upgrade the Building 5/5B Security System Panels, as well as, upgrade Building 26 Specialty Care back door security system, with brand specific iStar panels for the C-Cure 9000 access control system. The Contractor shall provide all necessary supplies, materials, equipment, labor, testing, certification, expert supervision, management, and transportation to satisfactorily perform all tasks as identified within. DEFINITIONS/ACRONYMS CO - Contracting Officer: The Contracting Officer is a person with the authority to enter into, administer, and/or terminate contracts and make related determinations and findings. The term includes certain authorized representatives of the Contracting Officer acting within the limits of their authority as delegated by the Contracting Officer. COR - Contracting Officer Technical Representative: Is responsible to furnish technical guidance and advice or generally monitor the work performed under the contract. Representatives will not be authorized to make any commitments or changes, which will affect the price, quantity, and quality or delivery terms. A Contracting Officer acting within his/her authority is the only authorized Government employee to execute all changes to a contract. GFE Government Furnished Property: Property purchased and supplied to the Contractor at no cost for use within the project or construction of this contract. VA Veterans Affairs: Refers to the administration of the Department of Veterans Affairs WORK DESCRIPTION: Overall objective of this contract for building 5-5B is to: Provide 3 iStar Ultra 16 door panels Provide 3 Trove1 power supply panels and hardware Provide labor to replace the existing Advantor panels with the new iStar panels Run network cable between panel locations Provide network switch to patch all 3 panels together Program into the existing Ccure access control system and test doors with customer Provide and install various conduit and adapters to tie the power supply and iStar panels Add door strikes and card readers to 2 doors on the first floor, including cable runs to door locations. Contractor will install, program and test the 2 new card readers. Contractor will provide and install all PIV card readers, controllers, relays, door interfaces and door position switches needed for a complete functioning system. Contractor will program the 2 new card readers into the system; however, the VA Police have sole control of the readers programming of authorized staff for each card reader. Some additional details about the required work: On the 1st floor behind the elevator there is a small IT closet (Room 100A). In this space there will be an enclosure used to splice 3 extensions to extend the wires downstairs. There is an existing Advantor keypad in the basement. This feature is used to arm/disarm a storage space that the police use onsite. The Software House TST-100 can be used to replace this functionality. They will continue to have local arming and disarming capability. On the 1st floor, Room 170-5 is an electrical room that has 2 expansion panels these panels will be replaced with an iStar panel with 16 doors each. The network to this location is just about 300 feet away a cat 6 cable needs to be ran from the 1st panel location and to this closet. There is also another panel above on the second floor so a network switch will need to be added to this 1st floor closet, this will allow the 2 remote panels to be networked with the 1st panel location. On the 2nd floor directly above the panel on the first floor, Room 270-5, there is an Advantor expansion panel. The network cable can be run directly below to the other panel location and connect to the switch that will be added to that room. This may require a core drill through the floor between the 2 panel locations. Once all the panel swaps are done, the iStar panels can be programmed with their appropriate IP addresses with the fiber link to the police station, the 3 new panels can be programmed into the Ccure 9000 access control system. Door strikes and card readers to 2 doors need to be added to the first floor. Each door will be close to 2 of the iStar panel locations. These doors are being added to control flow into a hallway. Convergint will run the necessary cable to these doors and provide locks to each door. These doors will not be monitored so they will not require door contacts or REX. The overall objective of this contract for building 26 is to: Replace the Advantor panel with one iStar Ultra 16 door panels in building 26, 2nd floor Specialty Care area and add card readers and associated hardware to 2 stairwell doors. The new panel will be capable of handling 16 readers. Contractor will add a new power supply and enclosure. The current Advantor panel is an expansion to the existing Advantor system and contractor will need to physically remove the Advantor end of line pathway. There are 3 existing readers and strikes on doors that will be cut over to the new panel for a total of 5 doors on the new C-Cure iStar panel. The door strikes and card readers on the 2 doors that will be added to the system are on opposite sides the building from where the existing access panel is located. Will require cabling pulled down 2 hallways and building of the system for the 2 doors. There will be no door monitoring or request exit monitoring on these 2 doors. The 2 new doors are both in concrete walls and will need to be core drilled to bring the reader to the non-secure side of each door. VA will provide the strikes that will be added to these 2 doors. VA will provide the 2 readers for these doors. VA will provide a fire control relay to drop power to 2 magnetic locks. VA will provide building power as required for the installation of the panels. Contractor will install, program and test the 2 new card readers and program and test the 3 existing doors. Contractor will provide and install all PIV card readers, controllers, relays, door interfaces and door position switches needed for a complete functioning system. Contractor will program the 5 card readers into the system; however, the VA Police have sole control of the readers programming of authorized staff for each card reader. GENERAL INSTRUCTIONS The Contractor shall provide all necessary supplies, materials, equipment, labor, testing, certification, expert supervision, management, and transportation to satisfactorily perform all tasks as identified within. The work will be located in Bldg. 5, Bldg. 5B, and Bldg. 26 of the Robert J. Dole Veterans Affairs Medical Center, 5500 E. Kellogg, Wichita, KS 67218. Contractor will coordinate with Facilities Management Service for access to the required areas. Phone: 316-685-2221, Ext 53609 The Contractor shall keep the POC, and the Contracting Officer informed at all times of the status and progress of the service. This system must have the ability to scan multiple card formats, but primarily will utilize VA Personal Identity Verification (PIV) smart cards for granting access in accordance with Homeland Security Presidential Directive-12 and VA Handbook 0730/4. SPECIFIC INSTRUCTIONS: All the utility work shall be performed by certified technician or workers. All tools, materials, and equipment such as scaffolds, ladders, scrapers, blades, rags, cleaning chemicals and compounds will be strictly controlled by the Contractor for proper disposal and to prevent access to unauthorized personnel. This includes guarding the equipment to prevent patients' access and possible injury while Contractor employees are using the equipment. All equipment must be secure when not in use. The contractor shall fully comply with all infection control requirements. At a minimum the contractor shall do the following actions: Use mobile containment unit for dust control if possible Replace ceiling tile(s) as soon as possible. A maximum of 2 ceiling tiles out at any time. Give way to essential patient traffic and interrupt dust producing activities to allow patients to pass. Seal holes, pipes conduits and punctures appropriately. Use a HEPA vacuum and/or damp disinfectant mop for cleanup of dust. Cover general waste before transport OTHER REQUIREMENTS Scheduling: Work shall be completed within normal business hours. Monday through Friday 8:00am 4:30pm Contractor shall respond within 4 hours for warranty or emergencies issues. Interference with Clinic Functions: Contractor personnel are required to interrupt their work at any time so as not to interfere with clinic functions. This includes but not limited to, utility service, fire protection systems, and the passage of facility patients, personnel, equipment and carts. Identification of Workers: Uniforms or work attire are to be cleaned and maintained in good condition and will be worn as designated by the manufacturer. In the absence of the CFS a temporary acting supervisor will be identified, and he/she will assume full responsibility for the work site until relieved from his/her responsibilities. Damages: Any wall surface, glass, floor tile, window or other material broken or damaged by Contractor personnel during the performance of this project shall be corrected/repaired to the previous existing condition or better. Disposal of Waste: The Contractor will not dispose of any materials at any location on the Medical facility premises. All waste and rubbish materials are to be disposed off Medical Facility premises by the Contractor, and disposal shall be in accordance with Federal and local regulatory guidance and laws. Documentation of Products to Be Used: The Contractor will be required to submit a material approval submittal of all supplies and material to be used in the project, as required in the submittal section of this scope. Any material safety data sheet, company specification and brochure will be attached to the form. The form must be returned to the CFS approved prior of using the material or supplies. The CFS must comply with all comments, remarks and instructions attached to the form. A separate sequential logged must be maintained by the Contractor and CO to keep track of all submittals processed. Safety: While in the performance of this contract, the Contractor personnel shall abide by the safety requirements of the Medical Center. The Contractor shall exercise extreme care in always making the work area safe. The number one priority is to protect patients and hospital staff from any possible injury resulting from the equipment or materials. The Contractor is responsible for security of equipment each day. There is no storage area available on site. The hallways or corridors shall not be used to store, pile or place supplies. Any safety violation or emergency should be reported to a hospital official immediately. All equipment used to perform the survey will conform to OSHA regulations.
