Site work for a water / sewer project in Oakland, Oregon. Conceptual plans call for site work for a water / sewer project.

The City of Oaklands Public Works Department is inviting proposals from qualified firms to provide design and implementation services for the completion of SCADA upgrades for its Wastewater Treatment Plant (Plant) as described in the attached Scope of Work. The attached scope of work outlines the work necessary to modernize and improve existing SCADA systems. Proposals should include personnel, qualifications, experience, proposed work schedule, hourly rates, and a proposed fee estimate identified by task with the development of a not-to-exceed cost. The City of Oakland Wastewater Treatment Plant is seeking bids using ARPA and Federal funds to add equipment and software to stabilize its lift station flow functions and reliability and obtain remote SCADA access via cell phone. The City of Oaklands Wastewater Treatment Plant and lift station is responsible for treating, on average, 0.2 million gallons per day dry weather flows, and the effluent is spray irrigated or discharged to the Calapooya Creek seasonally. The existing SCADA system components are out of date and are largely obsolete, lack operator remote access and historical tracking detection. The selected Integrator (Consultant) will bring the SCADA system up to the current scope requirements. The Consultant will prepare specifications and/or plans sufficient to implement the chosen system. The Consultant will then procure, install, and test the designed system. A mandatory site visit is scheduled herein for the interested consultants to gain all pertinent information on the existing system and how to integrate this with the proposed detailed scope of work. This section outlines the proposed work plan to achieve the goals and objectives. The work plan should clearly identify major tasks, the objective of each task, the subtasks needed to accomplish the work and the expected deliverable for each task. Tasks should be arranged in logical fashion to demonstrate how the work would proceed. The scope shall include a schedule estimating the time frames necessary to complete the proposed scope of services.
