The Williamsburg Regional Library Board of Trustees recommends that the City of Williamsburg construct a new library on the existing site to serve the current and future population of the City of Williamsburg and the eastern portion of James City County. A 50,000 SF library facility was recommended by the consulting architect for the population served if the new library can be constructed adjacent to the Stryker Center to maximize the existing square footage with parking for 200 vehicles on site or underground. A jointly funded capital project is currently under discussion between the City of Williamsburg and James City County. A replacement library theater and a glass pavilion would add additional square footage and are included in the cost estimate. Alternately, if JCC elects to construct a second county library facility, the City should move forward to fund a new library on the current site. A city facility should include a new 30,000 SF library building and a community theater that could be attached to the Stryker Center to maximize the existing lobby and restrooms. Cost estimates for this alternate scenario have not been included. The previous budget included $245,000 for HVAC repair and in FY 23 this amount has been transferred to contingency, until the new library is built, unless there is a catastrophic need for its use. This project is in included in the City's or County's FY 2023-2027 Capital Improvement Plan (CIP).
