This contract includes the procurement and delivery of: sodium hypochlorite; sodium bisulfite; liquid citric acid; and sodium hydroxide. Bidders must use the prepared proposal form which is contained in the Contract Documents. All bids must be received at the general offices of the Authority at the date and time set forth above and may be accepted prior to such date or time or by courier, Federal Express or similar media. No bids may be withdrawn within sixty (60) days after receipt of bids. No bids will be accepted after the time set forth above; provided, however, that the Authority may, in its sole discretion, waive this requirement and allow reasonable, minor extensions of time in cases of bona fide delay due to weather, traffic or similar uncontrollable conditions; and further provided that notice of the expected delay is provided to the Authority by messenger, telephone or e-mail prior to the time set forth above for receipt of bids. No bids will be accepted after any sealed bid is unsealed and opened. The Authority reserves the right to reject any or all bids or waive minor informalities or irregularities in the bids and to award the Contract to the lowest qualified Bidder. Bidders are required to comply with the requirements of N.J.S.A. 10:5-31 et seq., and N.J.A.C. 17:27.
