Separate sealed Bids for the construction of: The project is located in Dare County, NC located approximately 3/4 of a mile east of the entrance to the Wanchese harbor in Roanoke Sound. Island H is a 36-acre confined disposal facility (CDF) currently used by the United States Army Corps of Engineers (USACE) for storing mixed and fine-grained sediments. The Island H CDF has historically been used for the placement of dredged from Manteo (Shallowbag) Bay Range 14 as well as the channel leading into the Wanchese Seafood Industrial Park (Ranges 14A, 14B, and 14C). Surveys conducted by the USACE in April 2020 indicate that the elevation of the existing dike that encircles the outer perimeter of the island varies approximately between +29 ft. and +30 ft. NAVD88. The island is owned and managed by the NC Wildlife Resource Commission (NCWRC) and used by the USACE to contain dredged material through a Memorandum of Understanding (MOU) between the two agencies. The work is generally described as a dike embankment modification project that involves raising the elevation of the existing dike embankment that surrounds the CDF to +33 ft NAVD88. Approximately 25,268 cy of material within the northern portion of Island H has been estimated to be needed for constructing the new dike embankment based on the April 2020 USACE survey. To do so, earth-moving equipment will be transported via barge to the existing access point previously used during USACE disposal operations located on the northwest corner of the island. Temporary silt fence shall be installed around the outer perimeter of the project area and the footprint of the new dike will be cleared and grubbed. Material will be excavated within the proposed borrow area within the northern portion of the Island H and will be transported to the outer perimeter where it will be placed upon the existing dike and graded to meet the design configuration. The design configuration of the dike embankment includes a 10 ft wide crest with 1V:3H side slopes.
