To provide the City of Ontario with irrigation parts and materials listed in this Bid to maintain or install irrigation infrastructure at its facilities. Orders of products will be on an as needed basis to replenish the City's inventory to an acceptable level throughout the term of the contract. Other Details Substitution; Must be submitted in the Q&A tab by July 19th, 2022 10 AM, in order to expedite the evaluation process, a technical specification data sheet (product information sheets) on the product manufacturer's letterhead is to be submitted for each bid item not of the manufacture and part number listed in the line item portion of the Bid (see attached Special Conditions). The City may accept or reject alternate bid items as City staff determines is in the best interest of the City. The burden of proof as to the equality of any product shall rest with the bidder. The City has the complete and sole discretion to determine if a product is an "or equal" that may be substituted Notes The bidder is solely responsible for "on time" submission of their electronic bid. The City will only consider bids that have been transmitted successfully and have been issued an ebid confirmation number with a time stamp from the Bid Management System indicating that bid was submitted successfully. Transmission of bids by any other means will not be accepted. Bidder shall be solely responsible for informing itself with respect to the proper utilization of the Bid Management System, for ensuring the capability of their computer system to upload the required documents, and for the stability of their internet service. Neither the City Special Notices It is the bidder's responsibility to become familiar with the contract documents in their entirety. The City reserves the right to order more, less, or no items at the "per unit cost" stated in the bid proposal. The City reserves the right to award its total requirements to one bidder, or to apportion those requirements among several Bidders as the City may deem to be in its best interests. Bidders must submit all questions pertaining to this bid through the City's Online Bid Management System, by selecting the "Q&A" tab. Questions sent directly to City Staff will not be addressed and you will be directed to submit your question(s) online. Quantities listed are annual estimates only and not indicative of a guaranteed level of usage. Any items not listed on this bid shall be purchased at equivalent category discount. Although price is a factor in selection of supplier(s), award may not be made strictly on the basis of low bid. The City reserves the right to waive any immaterial irregularity in any bid if it is determined to be in the best interest of the City to do so. If bidding on "or equals" or "compatible" product(s) bidder(s) MUST provide specification sheets for all "or equal" or "compatible" as a pdf attachment in the "Attachments" tab. Final determination as to equivlency is the sole prerogative of the City. The City has established a local preference to vendors located within the City limits of Ontario a 1 3/4% advantage in the City's determination of low bid, and a 3/4% advantage of vendors outside the City but within the County of San Bernardino.
