This document constitutes a Request for Proposals for a Professional Service Contract from qualified individuals and organizations to furnish those services as described herein for the Commonwealth of Kentucky, Department of Aviation. One (1) consultant will be selected to gather statewide pavement data for all General Aviation Airport paved surfaces; including runway, taxiways, and aprons, and provide data in a form specified by the Kentucky Department of Aviation. Project Manager - Wayne Simpson, P.E. User Division - Aviation Approximate Fee - $1,000,000 (Lump Sum) Project Funding - State Funds Contract Term - One Year To provide the Kentucky Department of Aviation with data relative to existing condition of airport pavements using Federal Aviation Administration (FAA) Airport Pavement Management Systems requirements using an approved FAA pavement analysis program. The Consultant team may include a DBE Participation Plan with their Response to Announcement to help the Department meet the 11.95% DBE goal established by FHWA. If included, an additional page will be allowed in the Project Approach (Section 7) to demonstrate this plan. The plan would demonstrate how DBE companies will be mentored or used to assist in the area(s) pertaining to this contract. No additional points are provided in the Evaluation Factors for the DBE Participation Plan.
