Colorado Springs Utilities ("Utilities") is requesting proposals/bids from qualified Respondents/Bidders with demonstrated experience in rehabilitation of concrete tanks and installation of Slide gates. The selected Respondent/Bidder ("Contractor") will perform the work described in this Exhibit A. Colorado Spring Utilities (Utilities) owns and operates the Las Vegas Street Water Resource Recovery Facility (LVSWRRF). The LVSWRRF treats approximately 30 million gallons per day, making it the largest water resource recovery facility in Utilities' service area. The facility was initially constructed in the 1930s and has undergone many improvements over the past 80 years. The facility is of upmost importance to protect the public health of residents of the City of Colorado Springs and the water quality of Fountain Creek and cannot be taken out of service even for a short period of time. This work is to occur on the influent gates to the Primary Sedimentation Tanks (PST) which is one of the first treatment processes in the LVSWRRF. The plant has six PSTs, five of which were initially constructed in 1988, with the sixth basin constructed soon after that in 1991. Due to the high flow, high solids content in the water and the low pressure, flow to the basins is controlled by gates instead of valves. The gates are in various states of degradation and are in need of a mass replacement. The other major effort is to repair the concrete on the basins and recoat them. The northern half of the PSTs are covered for odor control purposes and for many years the headspace above the water was not properly ventilated.
