Bids received after 3:00 PM will be returned to the Bidder un-opened. The Work consists of furnishing all labor, materials, tools, equipment and incidentals necessary for construction of relocated water and sewer facilities in connection with GDOT's Old Alabama Road Project - P.I. 621410. The Work consists of two Divisions which, if awarded, will be awarded as a single Contract. Division One - Water: Approx. 8,200 LF of 16-inch DIP water main, 1,700 LF of 8-inch DIP water main, 800 LF of 6-inch DIP water main, 140 LF of 24-inch steel casing (open cut and bored), 640 LF of 16-inch steel casing (open cut or bored), 200 LF of 12-inch steel casing (open cut and bored), 21 gate valves (6-in to 16-in), 12 fire hydrants, and 26 service re-connections; all with related, flushing, hydrostatic testing, and disinfection, traffic control, clearing, erosion control, grassing, restoration, pavement replacement, and clean-up. Division Two - Sewer: Approx. 9,000 LF of 8-inch PVC wastewater forcemain, 2,900 LF of 4-inch PVC wastewater forcemain, 163 LF of 24 -inch steel casing (bored in place), 580 LF of 16-inch steel casing (open cut and bored), 180 LF of 12-inch steel casing, a minor creek crossing, 6 linestops on existing 8-inch PVC forcemain, and 2 linestops on existing 4-inch PVC forcemain; all with related fittings, connections, appurtenances, testing, traffic control, clearing, erosion control, grassing, restoration, pavement replacement, and clean-up. All Work must conform to the requirements of the Georgia EPD General Permit GAR 100002. The Project will be funded under the American Rescue Plan Act (ARPA). Payment for the Work will be made on the basis of Contractor's periodic Applications-for-Payment processed by the Engineer. Refer to other bidding requirements in Section 00200 - Instructions to Bidders included in the Bidding Documents. In accordance with O.C.G.A. 43-41-1, Bidders must submit a photocopy of their Georgia Contractor License. Contractors and comply with all provisions of the "Georgia Security and Immigration Compliance Act" (O.C.G.A. 13-10-91 and O.C.G.A. 50-36-1). The Successful Bidder must certify compliance with all applicable state and federal laws regarding maintaining a drug-free workplace and certify compliance with federal Executive Order 11246 regarding Equal Employment Opportunity. The Successful Bidder must comply with federal Labor Standards and Prevailing Wage Requirements (Davis Bacon Wages), and all other state and federal laws and regulations applicable to funding under by the American Rescue Plan Act (ARPA) to be administered under Georgia Environmental Finance Authority's State Revolving Fund (SRF) program. The right is reserved by the Owner to delay the award of the Contract for a period not to exceed sixty (60) days from the date of opening of the bids, during which time the bids shall remain open and not subject to withdrawal. The Owner reserves the right to reject any and all bids, to waive any and all technicalities or informalities. If an award made, the award will be made to the responsible and responsive Bidder having the lowest Total Base Bid plus selected alternatives for Division One and Division Two combined.
