Site work and new construction of a mixed-use development in Portsmouth, New Hampshire. Conceptual plans call for the construction of a 60,000-square-foot fire / police facility; for site work for a fire / police facility; and sidewalk / parking lot.

This project would fund the design and construction of a new facility after a site selection study and conceptual design are complete. In FY22, $1,400,000 was approved in the CIP to fund the preliminary designs once prospective sites were chosen. In FY23, an additional $2,800,000 was allocated to complete the pre-construction process and provide the necessary documents and information needed to make a final decision regarding construction (this funding was approved as part of the budget process, but has yet to be authorized). Note: The cost estimates provided are based on those provided in a prior study and the pricing is escalated to the current year. Project is included City of Portsmouth FY 2024-2029 CIP. Pg.No -74. -------------------------------------------------------------------------------------------------------------------------------------------------------------------------------------------------------------------------------------------------------------------------------------- As of October 3, 2022, this project is in the conceptual phase. An architect has not been selected. Although a firm timeline for construction has not been determined, construction is not expected to start prior to August 2023. *The closed solicitation has been included below for reference: The City of Portsmouth seeks design alternatives to meet the program needs of the Portsmouth Police Department, which is presently housed in a 45,000 square foot portion of the Portsmouth City Municipal Complex. The current structure does not meet present program needs and requires significant improvements. The Portsmouth City Council is responsible for selecting the site of the new Community Policing Facility, and for funding construction. 07/7/22 End of question period for RFQ The current PD facility is located on several floors of the City Hall complex. The project consists of the planning and design of a new approximately 60,000 SF facility new Police Facility comprised of a PD Headquarters of approximately 49,500 SF, a Firing Range, and a PD Fleet Maintenance component of approximately 16,600 SF, and parking for PD staff, PD vehicles, and visitors. An RFQ pre-submittal conference will not be held. The City welcomes any questions regarding this solicitation. Questions should be addressed to Joseph Almeida, Facilities Manager, at jalmeida@cityofportsmouth.com A response in the form of an addendum will be made to all written questions received by July 7, 2022 at 4:30 p.m. The addendum will be posted on the City website by July 14, 2022 at 4:30 p.m. The method of contractor selection has not been determined at this time.
