Nevada County is requesting proposals from all interested providers to prepare an Accessory Dwelling Unit (ADU) Development Mitigation Fee Study ("Nexus Study"). The overall objective for the Nexus Study is for the consultant to assist the County with a study to establish the legal and policy basis to justify the adoption of updated impact fees ("fees") to reduce the upfront cost of building an ADU in Nevada County. The Nexus Study must show a reasonable relationship between the purpose and amount of the fee, the need for public facilities to be financed by the fee, and the impacts and type of development on which the fee is imposed. In addition to the general Nexus Study components, the County is requesting the consultant review existing permit fees for ADUs that are charged by Nevada County with the goal of reducing the upfront cost of building an ADU with the goal of encouraging ADUs as one of the tools to address the ongoing housing crisis in California. Work by the Contractor is expected to begin in September 2022 and expected to continue until approximately June 2023. This project has a cumulative budget amount of up to $130,000 including reimbursables. Proposers must provide a response that is under this budget and may identify tasks that can be subsidized by staff time and/or other County resources. A full copy of the RFP is available to dowload for free and includes a description of the scope of work, proposal requirements, and instructions for submitting your proposal. The method of contractor selection has not been determined at this time.
