The City of Maitland is requesting qualifications to conduct Preliminary Engineering Reports and to design, prepare bid packets, planning, and provide construction engineering services to address the city's Drinking Water and Wastewater Systems. Drinking Water infrastructure improvements include but are not limited to regional connection to county water supply district and select treatment plant and nonpotable water station upgrades. Wastewater infrastructure improvements include but are not limited to sanitary sewer infrastructure cleaning, televising, and rehabilitation/ lining. Funding is expected to be through the Missouri Department of Natural Resources (MoDNR), American Rescue Plan Act of 2021 (ARPA) program. Drinking Water design shall adhere to MoDNR PUB2489 Minimum Design Standards for Missouri Community Water Systems, effective Dec. 10, 2013. Wastewater improvements shall adhere to MoDNR PUB2754 Wastewater Guidelines and Standards Document, effective February 2019. Qualification information provided to the City shall include: A. The specialized experience and technical competence of the firm with respect to the type of services required; (20% determining factor) B. The capacity and capability of the firm to perform the work in question, including specialized services, within the time limitations fixed for the completion of the project; (20% determining factor) C. The past record of performance of the firm with respect to such factors as control of costs, quality of work, and ability to meet schedules; (25% determining factor) D. The firms proximity to and familiarity with the area in which the project is located; (25% determining factor) E. The firms professional experience in designing systems for wastewater and/or drinking water projects; (10% determining factor). Once the most qualified firm is selected, an engineering agreement will be negotiated. The engineering agreement may be amended to include additional engineering services. The execution of the agreement shall be contingent upon the availability of funds.
