Acquisition Title: 554-22-146 Replace Windows Bldg. A Contractor shall provide all necessary labor, materials, equipment and supervision to complete all required project work in accordance with the provided SOW, Specifications and Drawings. The project is located at the Rocky Mountain Regional VA Medical Center, 1700 N Wheeling St., Aurora, CO 80045. This is a competitive requirement set aside 100% for a Service Disabled Veteran Owned Small Business (SDVOSB). Magnitude of construction: $2,000,000 to $5,000,000 The NAICS code for this project is 236220 with a size standard of $39.5M. A pre-bid site visit shall be held on July 26, 2022 at 9:00 AM MT. All interested Contractors shall meet at the following location: Meet at the Cafe near the North Entrance. Park in the North Visitors Parking Lot. Cut off for submission of RFIs/Questions shall be COB August 1, 2022. All RFIs/Questions must be emailed to: ilze.karklins-powers@va.gov. Award of a contract as a result of this solicitation is contingent upon the availability of appropriated funds from which payment of this contract may be made. There shall be no legal liability on the part of the Government for contract purposes until funds are made available to the Contracting Officer. The Contracting Officer will confirm availability of funds prior to award of a contract. DESCRIPTION: The Contractor shall provide all labor, supervision, materials, and equipment to complete all required project work in strict accordance with the SOW, Specifications, and Drawings to Replace Windows in Building A, Project No. 554-22-146, located at the Rocky Mountain Regional VAMC, Aurora, CO. ITE VISIT (CONSTRUCTION) (FEB 1995) ALTERNATE I (FEB 1995) (a) The clauses at 52.236-2, Differing Site Conditions, and 52.236-3, Site Investigations and Conditions Affecting the Work, will be included in any contract awarded as a result of this solicitation. Accordingly, offerors or quoters are urged and expected to inspect the site where the work will be performed. (b) An organized site visit has been scheduled for-- July 26, 2022 at 9:00 AM MT (c) Participants will meet at-- Rocky Mountain Regional VAMC by the Cafe Replace Windows Building A Project Number 554-22-146 Rocky Mountain Regional Veterans Affairs Medical Center (RMRVAMC) 1700 N Wheelting St., Aurora CO 80045 1.0 OBJECTIVE The Department of Veterans Affairs has a requirement to replace the failing windows in Building A of the Rocky Mountain Regional VA Medical Center. All of the original exterior vision glazing units shall be replaced with new to meet current VA specifications and physical security requirements. 2.0 STATEMENT OF WORK o Contract includes all of the material, labor and equipment required to complete the work described below. o Contractor shall replace all of the original building exterior vision glass units with new units to meet the specification. Project Drawing #1 identifies the windows to be replaced. The specification calls for new 1" insulated glazing units to have a fully tempered low emissivity coated exterior pane with a laminated annealed interior pane. New units shall be tinted to match window existing appearance. o Existing spandrel glass shall be washed and have exterior dry seal (spline) replaced. o Existing aluminum framing around new windows and existing spandrel glass shall be washed to remove loose dirt and debris. o Contractor shall ensure new glazing units comply with the requirements of the VA Physical Security and Resiliency Design Manual, specifically section 6.3.2. This section requires window replacements have a laminated interior pane, minimum 1/2 " bite, and minimum 3/8" wide interior wet seal. o Work includes removing and replacing interferences such as furniture and interior framing if/as necessary to gain access to windows. o Work shall be performed primarily during normal working hours but up to 25% of the work may need to be scheduled for after normalworking hours to avoid distrupting building operations. o Contractor shall field verify all dimensions and quantities. 3.0 GENERAL: All work performed under this contract shall conform to all VA drawings, specifications, standards, as well as OSHA, AIA Construction Guidelines, Joint Commission Environment of Care Standards, and other applicable building codes. The Dept. of Veterans Affairs (VA) requires strict adherence to the Code of Federal Regulations 29, Part 1926. This includes the requirement that the contractor have a "Competent Person" on the job at all times (must have a 30-hour OSHA card), and that all contractor employees have received a minimum of ten (10) hours of OSHA construction safety training. Documentation of these requirements shall be submitted and approved prior to performing the work. Contractor shall submit a project Site Specific Safety Plan (SSSP) / Accident Prevention Plan (APP) that must be reviewed by VA Safety prior to work beginning. This plan shall detail fire safety, construction, and health-related safety measures, in addition to providing necessary training records for all employees for the previous year. A company standard or boilerplate safety plan will not be acceptable - plan should be specific to the site/project, and contain a detailed hazard analysis for each element of construction to be performed such as an Activity Hazard Analysis (AHA) or Job Hazard Analysis (JHA). The Contractor is responsible for protection of existing finishes, and VA property, furniture, fixtures and equipment (FF&E) located in all areas where contract work being performed, as well as along paths of travel to and from these areas. Both exterior and interior finishes and property must be maintained. The contractor is liable for any damage to VA property during the course of the contract, and all tasks accomplished by the Contractor personnel will be performed to preclude damage or disfigurement. If contract work is anticipated to cause damage or issue other than what is covered within the scope of work, the contractor shall notify and discuss with he COR prior to commencing work if possible. Contractor will report any damage or disfigurement to these items when caused by the Contractor's personnel; any necessary repairs/replacement will be coordinated with the COR. *The value for this project is based on a financial range.
