Knox County, an Equal Opportunity/Affirmative Action Employer, seeks to retain firms for the purpose of providing on-call professional Construction Engineering Inspection (CEI) Services for various construction projects under the purview of Knox County Engineering and Public Works. Responsibilities of the professional engineering and consulting firm include, but are not limited to: inspecting work performed by the contractors and ensuring all work conforms to Knox County / TDOT specifications, recording all details/quantities in a daily inspection report, reviewing/approving pay applications, and performing all necessary environmental inspections. A sample of projects to be completed is as follows: road resurfacing, bridge repairs, bridge replacements, and new roadway/intersection construction on an as needed basis. The professional engineering and consulting firm must be on TDOT's pre-qualified list. A prioritized list of the responsive firms shall be established and ranked in the order of their scores achieved through this Request for Qualifications process. As projects requiring CEI Services are identified during the course of each fiscal year, the list shall be used to select firms for projects as they occur, proceeding down the list in sequential order based on specialization (e.g. structural repair or replacement of bridges, traffic signals or ITS, and road construction). The established list shall remain in effect for five (5) years or until Contracts are terminated, whichever occurs first. When the list expires or Contracts are terminated, a new RFQ process may be initiated. Prospective respondents may submit questions concerning this solicitation until 4:30 p.m. local time on August 8, 2022. Submit questions as noted in Section 1.1. Upon the mutual agreement of each vendor and Knox County, the award may be extended for four (4) additional years, one (1) year at a time. This may result in a total of five (5) years. Knox County reserves the right to negotiate the terms of any resulting Contract with the awarded vendor(s) if the need arises. Knox County reserves the right to purchase these items/services from other sources if the need arises. Knox County reserves the right to revoke the award if a pattern of unavailability arises with the vendor. Should Knox County desire not to renew, no reason needs to be given. Knox County reserves the right to reject any or all items or services not in conformance with applicable specifications, and Contractor assumes the costs associated with such nonconformance.
