Renovation of a medical facility in Waterloo, Iowa. Completed plans call for the renovation of a medical facility.

The Black Hawk County Board of Health gives notice that sealed bids will be received to enhance several meeting spaces at the Pinecrest Building, 1407 Independence Avenue, Waterloo, Iowa, in order to increase the capacity for virtual meetings, collaboration, and planning capabilities. As such, the Department is seeking proposals to provide, install, configure, and provide warranty service (one year) for audio-visual systems, including flat-panel displays, audio/video/graphics switching and distribution systems, touch panel-based integrated control systems, loudspeakers, equipment racks, lecterns, and other equipment described in the Request for Proposals. The bidder must be familiar with the specifications and requirements of the bid proposal and the bidder offers to furnish said items to the County as required in its bid proposal. Following the pre-bid meeting, the building will be available for prospective bidders to walk-through/assess each of the projects meeting spaces (Conference Rooms 115, 201, 420, 443/445, 519, and 548). Each bidder shall accompany the bid with a bid security by a bid bond, cash deposit, cashiers check or a certified check payable to Black Hawk County Board of Health in the amount of not less than 5% of the total proposed project. Bid security shall be returned to bidders who were not awarded the contract, upon signing of the contract. Firms submitting bids must be an Equal Opportunity Employer as defined in the Civil Rights Act of 1964 and in Iowa Executive Order Number Thirty-Four. All Contractors or Subcontractors working on this project shall not be identified as an excluded party in the System for Award Management (SAM) electronically . Classification as an excluded party in SAM renders the bidder, contractor, or subcontractor ineligible to enter into a contract with Black Hawk County. Bid security shall accompany the bid proposal in a separate sealed envelope and shall be clearly marked "Bid security for PINECREST BUILDING AUDIO AND VISUAL EQUIPMENT AND INSTALLATION PROJECT - Black Hawk County, IA.". The name of the company must be clearly marked on both envelopes. All bids must be handdelivered or mailed to the above address, and it is the sole responsibility of the bidder to ensure that the bid is received by Black Hawk County at the specified date and time. Any bid submitted after the specified date and/or time shall be rejected. NO ORAL, TELEPHONIC, FAXED, OR EMAILED BIDS WILL BE ACCEPTED UNDER ANY CIRCUMSTANCES. Upon signing the contract, a Performance Bond in the amount equal to 100% of the contract amount shall be required and submitted before work commences. The Performance Bond shall be in effect until the contract has been satisfied and accepted by the President of the Black Hawk County Board of Health. The award of contract shall follow at a later date following an examination of the bids for accuracy. Upon signing of the contract, a Certificate of Insurance naming Black Hawk County as additional insured shall be required and submitted before work commences and remain in effect until the project is complete and accepted. The Black Hawk County Board of Health reserves the right to waive any irregularities, reject any or all proposals, when its opinion is such action will serve the best interests of the Black Hawk County Board of Health/Health Department.
