First-Tier Subcontractor Disclosure Statements must be submitted by email on the same date by no later than 4:00 PM. By submitting an electronic bid and bid bond, the bidders certify that the signature on the electronic bid and bid bond is treated as an original signature for the purposes of the bid. The Work consists of the installation of approximately 2,220 linear feet of 10" HDPE piping. The work also includes valves, fire hydrants, meter and service replacement, connections to existing piping, potholing, surveying, erosion control, traffic control, permits, clearing and grubbing, trench dams, pavement restoration, testing and disinfection. The District will pre-purchase all 10" HDPE piping and other items listed in Section 01630. Oregon Public Contracting Law: Bidders are required to comply with applicable biddings and contracting procedures, rules, and regulations. This includes requirements for timely submission of the First-Tier Subcontracting Form and compliance with wage rate requirements. The higher of Davis Bacon wage rates or BOLI wage rates shall prevail. Bids will not be received or considered unless the Bidder is licensed by the Construction Contractors Board as required by ORS 279C.365(1)(k). Funding: The project is partially funded through The Safe Drinking Water Revolving Loan Fund, administered through Business Oregon. Minority and women-owned businesses are encouraged to apply. Bid Security: Each Bid must contain a statement as to whether the Bidder is a resident bidder, as defined in ORS 279.029. Each proposal must be submitted on the prescribed form and accompanied by a Bid Bond payable to the Lusted Water District in an amount not less than five percent (5%) of the Bid amount. Bids may be held by the Lusted Water District for a period not to exceed sixty (60) days from the date Bids are due for the purpose of reviewing Bid Documents and investigating qualifications of Bidders. The Lusted Water District reserves the right to reject any or all Bids for good cause, or any or all Bids upon a finding of the Owner that it is in the public interest to do so, to waive any irregularities, and to accept that Bid from the lowest responsible Bidder, which is in the best interests of the Lusted Water District.
