The City of Raleigh requests qualifications for professional consultant engineering services to develop a compliance program for U.S. Environmental Protection Agency (EPA)'s Lead and Copper Rule Revisions (LCRR). These new rules require planning, submittals, and modified procedures for all water utilities prior to the compliance date of October 16, 2024. Since 2006, Raleigh Water has researched historical records, performed extensive field investigations, and has not yet discovered a Lead Service Line (LSL) in the distribution system. A LCRR compliance program will address the following: Program management Materials inventory Material verification options and recommendations LSL replacement program plan Tap sampling Corrosion control treatment Public communication and notification plan School sampling program Direct all inquiries concerning this RFQ to: Adam Haggerty, P.E. Asset Manager Email: adam.haggerty@raleighnc.gov Deadline for written questions July 29, 2022 by no later than 5:00 PM City Response to Questions - (anticipated) August 5, 2022 The Contract shall have an initial term of 3 years, beginning on the date the Contract is signed by the City (the "Effective Date"). At the end of the Contract initial term, the City shall have the option, in its sole discretion, to renew the Contract on the same terms and conditions for up to a total of 2 additional one-year terms. The City will give the contracted firm written notice of its intent whether to exercise each option no later than 30 days before the end of the Contract then-current term. In addition, the City reserves the right to extend a contract term for a period of up to 180 days in 90-day-or-less increments. The method of Contractor Selection has not been Determined at this time.
