Services shall be turn-key and include but not be limited to the design, trenching, installation, testing, troubleshooting, a nd documentation. Respondents shall describe in their proposal their approach and firm, fixed-price bid for constructing the fiber optic networks as described in this RFP and its associated attachments and appendices.
