Proposals must be made on the standard proposal form in a manner designated in the specifications, must be enclosed in a sealed envelope bearing the name and address of the bidder and the name of the project on the outside, addressed to the Township of Belleville. Proposals for this Contract will be accepted only from bidders who have properly qualified in accordance with the requirements of the Contract Documents. The right is reserved to reject any or all bids or to waive any informalities where such informality is not detrimental to the best interest of the Township of Belleville. The right is also reserved to increase or decrease the quantities in the manner designated in the specifications. Bidders are required to comply with the requirements of P.L.1975c127 (NJAC 17:27), P.L.2004, c.57, and the applicable requirements of N.J.S.A. 40A11-1 et. seq., the Local Public Contracts Law.
