Renovation of a conference / convention center in Honolulu, Hawaii. Completed plans call for the renovation of a conference / convention center.
The building has experienced water intrusion damage to various components, including but not limited to building materials, infrastructure systems, equipment, fixtures, and finishes, in general along the exterior and interior of the building, adjacent to Kalakaua Avenue and the Ala Wai Canal Promenade. The planter boxes have issues with leaking, EFIS/structural damage due to water intrusion and drains that have been installed that do not have any fall to drain. There is also evidence of ponding in some areas. The planter boxes have areas where the waterproofing membrane has separated from the planter box support wall and the outer support wall has also separated in various areas that tie into the main building envelope. On levels two and three at high level, underneath the planter boxes, the EFIS has separated from the structure and the support framework has corroded in certain areas and locations. The scope of work includes but is not limited to performing pre-construction investigations as required to determine water intrusion source and provide a repair plan to correct the water intrusion. This investigative phase should cover a linear distance of 20 feet, for the horizontal 2nd and 3rd floor planters (underneath and surface, locations). The scope of work should also include one of the five large square planters, located on the 3rd floor. An allowance for this should be provided within the rate card, to include all consultants required to make a determination once all areas are demolished and/or exposed. DesignBuilder to remove and/or make required repairs to all ground floor, 2nd floor and 3rd floor planters. All fill, plants, pots, and irrigation systems to be removed from planters. Design-Builder to demo all interior surfaces (tile, plaster, etc.) and address structural repairs and EFIS damage. Remediate and repair water intrusion damage. Apply specified waterproofing system to all interior surfaces of the planters and install new metal flashing, reference (Appendix G - Project Documents). All planter drains and drain lines to be addressed. Furnish and install new irrigation systems. Re-paint all exterior surfaces. The primary painting scope focuses on the Exterior Insulation and Finish Systems ("EIFS"). The EFIS surface covers approximately 90% of the total exterior painting surfaces for this project. The remaining surfaces to be painted will be small areas containing exterior doors, metal steelwork, and these will be identified in the below site photos and on the pre-bid site walk. The objective is that the DesignBuilder will prepare and clean all exterior surfaces by means of power washing, preparing surfaces to receive paint, and then painting of all exterior surfaces for an overall uniform finish. The successful Offeror shall be required to obtain and maintain in force at all times during the term of the project performance and payment bonds as provided in the anticipated Contract, which is provided as Exhibit B to Appendix C. The successful Offeror shall be solely responsible for the cost of bonds. The bonds shall be obtained from an approved bonding company that is licensed and authorized to do business in the State of Hawaii. Evidence of both the performance and payment bonds shall be provided to HCC before any contract for this project is executed. Written questions regarding this RFP may be submitted via email to the PM/CM with copy to the Contracting Officer by 4:00 p.m. Hawaii Standard Time ("HST") on Friday, August 5, 2022 at the addresses listed above. The proposal has any provision reserving the right to accept or reject award, or to enter into a contract pursuant to an award, or provisions contrary to those required in the solicitation.
